1. Purpose and scope of the thesis
1.1. Research Objectives
This study clarifies the theoretical and practical basis for constructing a list of sources and components of documents submitted to the agency's archives. Based on this, it outlines the foundation for constructing the list of sources and components of documents submitted by the National Assembly to the agency's archives; proposes a process and methodology for constructing this list; and delivers a concrete product: a list of agencies, units, and individuals that are sources of documents submitted to the National Assembly's archives, along with a list of the components of documents submitted to the National Assembly's archives.
1.2. Research Subjects
The research subject of this thesis is the sources and components of documents submitted to the agency's archives; the basis, methods, and procedures for constructing the list of sources and components of documents of the National Assembly that need to be submitted to the archives of the National Assembly Office.
2. Research methods used
To complete this thesis, based on the methodology of Marxism-Leninism and Ho Chi Minh Thought, the author uses the methodology of Archival Studies and some specific methods such as:
- The functional analysis method is primarily used by the author in analyzing the position, function, tasks, and organizational structure of agencies, units, and individuals within the National Assembly, the Standing Committee of the National Assembly, agencies of the National Assembly, agencies under the Standing Committee of the National Assembly, and the Office of the National Assembly. This reveals the formation of National Assembly documents and the content, characteristics, and value of documents from each agency, unit, and individual within the National Assembly and the Office of the National Assembly. Based on this, guidance is provided for selecting agencies, units, and individuals as sources for archiving and the composition of documents to be submitted to the archives of the Office of the National Assembly.
- The systems approach is used to comprehensively review the research of previous authors on issues related to the dissertation, thereby providing comments on achievements and shortcomings, and areas requiring further research in the dissertation; on the functions, tasks, and powers of the National Assembly and its organizational structure; on the submission of National Assembly documents to the archives of the National Assembly Office, the composition, content, and value of National Assembly documents. From this, a list of sources and a list of components of National Assembly documents submitted to the archives of the National Assembly Office are developed.
- Statistical and synthesis method: Through analysis and systematization of research, it is necessary to statistically synthesize the research results and data for comparison and contrast in order to draw research conclusions.
- Historical method: This method places the research topic within the specific historical context of the organization and operation of the National Assembly and the formation of documents. Simultaneously, it proposes the creation of a catalog of sources and components of National Assembly documents submitted to the agency's archives within the specific context and practical conditions. This method is also applied to the analysis and description of documents.
- The author uses textual analysis methods to research and verify the authenticity and value of documents.
- The comparative method is employed to compare theory and practice regarding the identification of sources and components of documents submitted by the National Assembly to the agency's archives; and to compare the practical implementation of document submission at the National Assembly Office with legal regulations. This method is also used for selective comparison and reference of corresponding issues from previous studies.
- The survey methods used by the author include: surveying the practical aspects of archival work at the National Assembly Office; surveying documents generated at agencies, units, and individuals of the National Assembly, the National Assembly Office, and some National Assembly documents currently preserved at the National Archives Center III; and surveying research works, articles, regulations, and guidelines related to the dissertation.
- Interview method: Direct research through practical consultations, contact, and exchanges with researchers, managers, practitioners at the National Assembly's agencies, the National Assembly Office, and colleagues.
3. Main results and conclusions
3.1. Main results
In theory:This thesis contributes to the refinement of the theoretical framework of archival science in general, and specifically to the construction of catalogs of sources and components of documents submitted to institutional archives. Specifically, the thesis clarifies several basic concepts, principles, content, methods, and procedures for constructing catalogs of sources and components of documents submitted to institutional archives. This is crucial theoretical framework in current archival studies, where many gaps remain. Therefore, the research results of this thesis offer significant scientific value to archival science in Vietnam today.
In practice:This thesis presents the legal basis for the submission of documents to the agency's archives and the submission of National Assembly documents to the National Assembly Office's archives; clarifies the formation and value of documents generated in the activities of the National Assembly and the National Assembly Archives; comprehensively presents the current practice of submitting National Assembly documents to the National Assembly Office's archives; analyzes and evaluates achievements, shortcomings, obstacles, causes, and proposes recommendations. Based on practical experience and applying theory, it outlines the process and methods for building a list of sources and components of National Assembly documents to be submitted to the agency's archives; and proposes a list of typical sources and components of National Assembly documents to be submitted to the agency's archives. The research results of this thesis will serve as an important reference for developing regulations and guidelines on the sources and components of National Assembly documents to be submitted to the National Assembly Office's archives. This serves as a guideline for research and improvement of the document system, as well as for the implementation of archival work within the National Assembly, such as developing and refining the retention schedule for the National Assembly Archives, establishing a framework for information classification, and digitizing documents in the National Assembly Archives. It contributes to improving the quality of archival work and the operational efficiency of the National Assembly, the Standing Committee of the National Assembly, its agencies, agencies under the Standing Committee of the National Assembly, and the National Assembly Office. It also provides a basis for developing guidelines for collecting documents into the National Archives Center, helping to prevent document loss and enhance the value of documents in the National Assembly Archives as well as the National Archives of Vietnam. The list of sources and components of documents submitted to the National Assembly's archives provides an overview of the organizational structure, operations, work processes, and document formation of the National Assembly, its agencies, agencies under the Standing Committee of the National Assembly, and the National Assembly Office. This dissertation may serve as a reference for archival training institutions and interested researchers.
3.2. Conclusion
- The thesis has affirmed the importance of building a catalog of sources and document components for institutional archives in general and for the National Assembly in particular.
- The dissertation focused on clarifying the theoretical and legal basis for constructing a list of sources and components of documents submitted to the agency's archives; the scientific basis for constructing a list of sources and components of documents of the National Assembly submitted to the agency's archives; researching and proposing a process and method for constructing a list of sources and components of documents of the National Assembly submitted to the agency's archives; and proposing a list of agencies, units, and individuals that are sources of documents submitted to the National Assembly's archives and a list of components of documents of the National Assembly submitted to the agency's archives.
- The thesis proposes content suggestions to improve the legal system for archives in general and the process of submitting documents to institutional archives in particular.
The research findings of this thesis bring scientific value to archival science in Vietnam in the current period; they serve as a reference for archival managers; and as a reference for archival training institutions and other stakeholders.
In addition to the issues discussed and addressed in the thesis, many further research is needed, such as developing and refining the retention schedule for the National Assembly Archives, establishing a framework for information classification, digitizing National Assembly Archive documents, and maximizing the value of National Assembly Archive documents, etc.

1. Thesis purpose and objectives
1.1. Research purpose
The thesis is to clarify the theoretical and practical basis of establishing the transfer list of the archival sources and materials deposited to the current archive. Based on these fundalmentals, the author proposes the bases, the procedure and the methods of the establishing mentioned above.
1.2. Research object
- All the related agencies that have their active documents deposited to the current archive obligatorily;
- The bases, the procedure and the methods of establishing the transfer list of the National Assembly's archival sources and materials deposited to the National Assembly Office's archive.
2. Research methods
Based on the methodology of Marxism-Leninism and Ho Chi Minh's thought, the author uses the methodology of archives and some specific methods such as:
- The method of functional analysis is mainly used by the author in analyzing the positions, functions, tasks and organizational structure of agencies, units and individuals of the National Assembly, the National Assembly Standing Committee, the agencies of the National Assembly, the departments of the Standing Committee of the National Assembly and the ONA. Thereby, the history of National Assembly's documents as well as the contents, characteristics and values of related agencies are clearly indicated. This helps select scientifically the transfer sources and materials to hande over to the ONA current archive.
- The systematic approach is used to make literature review on: The previous issues related to the thesis topic, therefore the author proposes personal comments on the achievements and failures that need to be studied continously in thesis; on the organizational structure, functions, possibilities and authorities of the National Assembly; on the components, contents, values and the transferring activities of the National Assembly's documents.
- Statistical and Synthetic methods: By analyzing and comparing all the research data collected, the research conclusions are proposed.
- Historical method: The thesis sets the topic of research in the context of the specific history of the organization and operation of the National Assembly and the formation of the document. Besides, it helps put the activity of establishing the transfer list in the suitable context and practical conditions. This method is also used to analyze and describe the document.
- Documentology: The method is used by to study and confirm the authenticity as well as the values of the document.
- The comparative method is used to compare the theoretical and practical aspects of identifying sources and documents of the National Assembly stored in the archives; Compare the practical work of submitting documents at the ONA with the provisions of the law. This method is also used in comparison, selectively referring to the corresponding problems from previous studies.
- The method of survey used by the author in the process of surveying the practice of archiving at the ONA; survey of documents formed at agencies, units and individuals of the National Assembly, the ONA and some National Assembly's documents at the National Archive III; to study research works, articles, regulations, guidelines related to the thesis.
- The specialist method is used for direct research through fact-based consultation, contact and exchange with researchers, managers, practitioners at NA offices, ONA and fellow colleagues.
3. Major results and conclusions
3.1.The major results
In the field of theory:the thesis contributes to improve the theoretical system of archival science in general and on the transfer list of archival sources and materials submitted to the current archive of the agency in particular. specifically, the thesis clarifies a number of basic concepts, principles, contents, methods and procedures for the establishing the list. This is the important argument in current archives that still contains plenty of gaps. Therefore, the research results of the thesis bring scientific values to the Vietnamese archive at present.
In field of practice:the thesis provides the legal basis for document submission to the archives of the agency and submitting documents of the National Assembly to the ONA's achive; clarify the document formation and the values of the materials formed in the operation of the National Assembly, the Archives of the National Assembly; Comprehensively present the fact of document submitting activities to ONA archive; Analyze and evaluate the achievements, problems, causes, and propose the recommendations. On the basis of the practical application of theories, the procedures and methods of establishing the transfer list of archival sources and materials of the National Assembly to be stored in the archives; Proposing the detailed transfer list. The research results of the thesis are important references that serve enacting the regulations or guidelines in term of the archival sources and materials deposited to the ONA's archive; To help study and optimize the system of regulations as well as the implementation of the archival business of the National Assembly, such as building and completing the retention schedule of the National Assembly Archival Fond, creating the archival classification scheme, digitizing archival records...; contributes to improve the quality of archives and operative process of the National Assembly and the related agencies; Based on the transfer list mentioned above, guidelines on collecting archives to the National Archives are established in order to avoid losing archival records as well as promoting the values of Archival Fond of National Assembly in particular and the National Fond in general.
Besides, the transfer list also provides an overview of the organizational structure, operations, work process and document's history of the National Assembly, of the National Assembly's agencies, the departments of the Standing Committee of the National Assembly and the ONA. The thesis may be a reference for archival training institutions and readers interested in the field of research.
