11. Tóm tắt các kết quả của luận án: 

Luận án tổng quan các công trình khoa học đã công bố theo hướng đề tài về:  nội hàm các khái niệm công cụ; nội dung của NLTT và khung chương trình NLTT; vai trò và các yếu tố ảnh hưởng tới NLTT; tiêu chí đánh giá NLTT của Luận án đã tìm được “khoảng trống” trong nghiên cứu về lý luận và thực tiễn để triển khai thực hiện cho luận án của mình. 

Luận án đã hệ thống hoá đầy đủ và phát triển lý luận về NLTT của CBTVCC Hà Nội. Cụ thể: tác giả đã đưa ra quan điểm mới của mình về các khái niệm: Năng lực, NLTT, NLTT của CBTVCC; Các yếu tố ảnh hưởng đến NLTT của CBTVCC Hà Nội; Phân tích đậm nét những đặc thù của TVCC Hà Nội. Từ đó phân tích sâu sắc hơn về vai trò và yêu cầu về NLTT của CBTVCC Hà Nội

Thông qua kết quả điều tra tác giả đã nhận diện khách quan về thực trạng NLTT của đội ngũ CBTVCC Hà Nội; Phân tích các yếu tố tác động đến NLTT của CBTVCC HN; Đánh giá của các cấp lãnh đạo, người dùng tin, của chính CBTVCC.  Từ đó, giả đưa ra các nhận xét chung về NLTT của đối tượng này.

Trên cơ sở lý luận và thực trạng đã nghiên cứu được, Luận án đã đề xuất các giải pháp để phát triển NLTT cho đội ngũ CBTVCC Hà Nội: Biên soạn “Khung NLTT dành cho CBTVCC Hà Nội; Tổ chức đào tạo và đào tạo lại NLTT cho đội ngũ này. Để giải pháp có tính khả thi trong triển khai, tác giả cũng phân tích rõ các đìểu kiện để hiện thực hóa nội dung của Khung NLTT được xây dựng cũng như các điều kiện cần thực hiện với sự đóng góp của các bên liên quan.

12. Khả năng ứng dụng trong thực tiễn: 

- Luận án góp phần hoàn thiện lý luận về NLTT cho CBTVCC nói chung và CBTVCC Hà Nội nói riêng nhằm góp phần nâng cao hiệu quả phục vụ TT cho NDT đa dạng trong bối cảnh CĐS hiện nay.

- Luận án là kết quả nghiên cứu đầu tiên nhận diện một cách khách quan, đầy đủ thực trạng NLTT của CBTVCC và đưa ra các giải pháp nâng cao NLTT cho CBTVCC Hà Nội trên môi trường số đáp ứng yêu cầu CĐS ngành TV hiện nay.

- Kết quả nghiên cứu của luận án giúp cán bộ lãnh đạo, quản lý TV và các cấp liên quan đến lĩnh vực TT-TV ở Trung ương và Hà Nội hoạch định các chính sách phù hợp nâng cao trình độ chuyên môn, nghiệp vụ cho CBTVCC nói chung và của Hà Nội nói riêng thông qua việc chú trọng phát triển NLTT cho họ.

- Kết quả nghiên cứu của luận án là TL tham khảo có ý nghĩa quan trọng đối với cán bộ nghiên cứu, cán bộ giảng dạy, nghiên cứu sinh, học viên, sinh viên trong lĩnh vực TT-TV nói chung và làm việc trong các TVCC nói riêng. Đặc biệt, kết quả nghiên cứu của luận án có thể ứng dụng triển khai được ngay cho TVCC Hà Nội

11. Summary of the findings of the thesis: 

The dissertation provides an overview of published scientific works related to the topic, focusing on the conceptual framework and key terminologies; the content and curriculum framework of information literacy (IL); the role of IL and influencing factors; as well as the evaluation criteria for IL. The dissertation successfully identifies a "research gap" in both theoretical foundations and practical applications, which serves as the basis for its implementation. 

The dissertation systematically consolidates and further develops the theoretical framework of information literacy (IL) for public library staff in Hanoi. Specifically, the author presents new perspectives on key concepts such as: competency, information literacy, and IL of public library staff; identifies the factors influencing IL among public library staff in Hanoi; and provides an in-depth analysis of the unique characteristics of Hanoi's public libraries. These insights serve as the foundation for a deeper exploration of the roles and requirements of IL for public library staff in this context.

Based on the survey results, the author provides an objective assessment of the current state of information literacy (IL) among public library staff in Hanoi. The dissertation analyzes the factors influencing their IL and incorporates evaluations from library leaders, information users, and the staff themselves. From these findings, the author draws general conclusions about the IL competencies of this target group.

Based on the theoretical foundation and the findings from the current situation, the dissertation proposes solutions for developing information literacy (IL) among public library staff in Hanoi. These include the development of an "Information Literacy Framework for Public Library Staff in Hanoi" and the organization of IL training and retraining programs for this workforce. To ensure the feasibility of these solutions, the author also provides a detailed analysis of the necessary conditions for implementing the proposed IL framework, as well as the essential contributions required from relevant stakeholders.

12. Practical applicability, if any: 

- The dissertation contributes to the enhancement of the theoretical framework on information literacy (IL) for public library staff in general, and specifically for those in Hanoi. It aims to improve the effectiveness of information services for diverse user groups in the context of ongoing digital transformation.

- This dissertation is the first research effort to objectively and comprehensively identify the current state of information literacy (IL) among public library staff and to propose solutions for enhancing IL among public library staff in Hanoi within the digital environment, thereby meeting the requirements of digital transformation in the library sector today.

- The research findings of this dissertation support library leaders, managers, and relevant authorities at both central and Hanoi levels in formulating appropriate policies to improve the professional qualifications and competencies of public library staff in general, and in Hanoi in particular, by emphasizing the development of their information literacy.

- The research findings of the dissertation serve as an important reference source for researchers, lecturers, doctoral candidates, graduate students, and undergraduates in the field of information and library science in general, and for those working in public libraries in particular. Notably, the results of the dissertation can be immediately applied in the context of public libraries in Hanoi.
