Đề tài luận án làm rõ quá trình Đảng bộ tỉnh Đồng Nai lãnh đạo công tác bảo tồn và phát huy giá trị các DTLS-VH từ năm 1996 đến năm 2015; bước đầu đúc rút một số kinh nghiệm để vận dụng vào thực tiễn, góp phần nâng cao hiệu quả bảo tồn, phát huy giá trị các DTLS- VH của Đồng Nai trong giai đoạn tiếp theo.

1. Đối tượng nghiên cứu

Đối tượng nghiên cứu của luận án là hoạt động lãnh đạo của Đảng bộ tỉnh Đồng Nai về công tác bảo tồn và phát huy giá trị các DTLS-VH từ năm 1996 đến năm 2015.

1. Các phương pháp nghiên cứu đã sử dụng

Luận án sử dụng phương pháp chủ yếu là phương pháp nghiên cứu lịch sử, phương pháp logic và sự kết hợp của hai phương pháp này. Ngoài ra, còn một số phương pháp bổ trợ khác như: phương pháp nghiên cứu liên ngành, mô tả, phân tích, thống kê, tổng hợp, so sánh, ... để làm rõ quá trình Đảng bộ tỉnh Đồng Nai lãnh đạo công tác bảo tồn và phát huy giá trị các DTLS-VH trong giai đoạn (1996-2015). Từ đó, đưa ra các nhận định, đánh giá khách quan, khoa học và trình bày các kết quả luận án.

- Luận án góp phần làm rõ quá trình Đảng bộ tỉnh Đồng Nai lãnh đạo công tác bảo tồn và phát huy giá trị các DTLS-VH từ năm 1996 đến năm 2015; bước đầu rút ra những nhận xét, kinh nghiệm qua thực tiễn lãnh đạo công tác bảo tồn và phát huy giá trị các DTLS-VH của Đảng bộ tỉnh Đồng Nai.

- Đề tài góp phần nghiên cứu về lịch sử Đảng bộ tỉnh Đồng Nai trên lĩnh vực văn hóa, đặc biệt là công tác bảo tồn và phát huy giá trị các DTLS-VH.

   • Kết quả nghiên cứu của luận án cung cấp luận cứ khoa học, phục vụ cho các đơn vị chức năng trong việc đề xuất chủ trương, chính sách, xây dựng kế hoạch, chương trình đối với công tác bảo tồn và phát huy giá trị các DTLS-VH trên địa bàn tỉnh Đồng Nai giai đoạn tiếp theo, nhằm giải quyết hài hòa các mối quan hệ giữa bảo tồn và phát triển; phát triển kinh tế gắn với bảo tồn và phát huy giá trị các DTLS-VH, tạo động lực cho sự phát triển bền vững kinh tế - xã hội của địa phương.
   • Luận án có thể dùng làm tài liệu tham khảo trong nghiên cứu, giảng dạy lịch sử địa phương.
     1. Kết luận

Thông qua kết quả nghiên cứu và nội dung trình bày trong luận án, tác giả có thể rút ra một số kết luận sau:

1. Đồng Nai nằm trong vùng kinh tế trọng điểm phía Nam, giữ vị trí chiến lược về kinh tế - xã hội, an ninh quốc phòng của đất nước. Trải qua hơn 300 hình thành và phát triển, con người Đồng Nai đã sáng tạo, gìn giữ một kho tàng di sản văn hóa đa dạng, phong phú tạo nên bản sắc riêng của vùng đất phương Nam “gian lao mà anh dũng”. Với bề dày lịch sử, văn hóa

lâu đời, Đồng Nai hiện đang lưu giữ nhiều giá trị văn hóa đặc sắc, cùng hệ thống DTLS-VH độc đáo. Các DTLS-VH của Đồng Nai là bộ phận quan trọng của di sản văn hóa dân tộc, là chứng tích cho sự phát triển của cộng đồng. Trong đó, nhân dân vừa là chủ nhân, vừa là lực lượng nòng cốt để xây dựng, bảo vệ và phát huy giá trị các DTLS-VH của địa phương. Do đó, giáo dục ý thức và trách nhiệm cho cộng đồng, nhất là thế hệ trẻ Đồng Nai về bảo tồn di sản văn hóa nói chung và bảo tồn, phát huy giá trị các DTLS-VH nói riêng là nhiệm vụ chung của toàn xã hội.

Nhận thức rõ vai trò và tầm quan trọng của công tác bảo tồn và phát huy giá trị các DTLS-VH, trong những năm 1996-2015, Đảng bộ tỉnh Đồng Nai đã quán triệt sâu sắc quan điểm, chủ trương của Đảng, chính sách và pháp luật của Nhà nước về bảo tồn và phát huy giá trị di sản văn hóa phù hợp với tình hình thực tiễn của địa phương; kịp thời đề chủ trương lãnh đạo, chỉ đạo hoạt động bảo tồn, tôn tạo và phát huy giá trị các DTLS-VH gắn với phát triển kinh tế - xã hội. Nhờ đó, công tác bảo tồn, phát huy giá trị các DTLS-VH đạt những kết quả quan trọng. Nhiều di tích trên địa bàn được trùng tu, tôn tạo và phục hồi kịp thời, đóng góp tích cực vào sự phát triển bền vững của Đồng Nai.

Tuy nhiên, bên cạnh những thành tựu đạt được, quá trình lãnh đạo công tác bảo tồn và phát huy giá trị các DTLS-VH của Đảng bộ Đồng Nai còn nhiều bất cập như: cơ chế, chính sách và công tác quản lý, điều hành chưa đồng bộ; nguồn nhân lực làm công tác bảo tồn DTLS-VH còn thiếu và còn yếu; chất lượng, hiệu quả công tác bảo tồn, tôn tạo các di tích chưa cao… Đây là những thách thức lớn đặt ra cho Đảng bộ, các cấp, các ngành ở Đồng Nai trong quá trình đổi mới và hội nhập. Vì vậy, Đảng bộ tỉnh Đồng Nai cần tiếp tục đổi mới phương thức lãnh đạo, nâng cao chất lượng, hiệu quả công tác bảo tồn, phát huy giá trị các DTLS-VH phù hợp với bối cảnh hội nhập.

Thực tiễn 20 năm (1996-2015) lãnh đạo công tác bảo tồn và phát huy giá trị các DTLS- VH của Đảng bộ tỉnh Đồng Nai đã để lại nhiều kinh nghiệm quý báu: Quán triệt và vận dụng đúng đắn chủ trương của Đảng, chính sách của Nhà nước về bảo tồn và phát huy giá trị các DTLS-VH phù hợp với thực tiễn địa phương; Phát huy sức mạnh của cả hệ thống chính trị, các thành phần kinh tế trong công tác bảo tồn, phát huy giá trị các DTLS-VH; Kết hợp chặt chẽ công tác bảo tồn di tích với hoạt động tuyên truyền, phát huy giá trị các di tích lịch sử - văn hóa; Giải quyết đúng đắn mối quan hệ giữa phát triển kinh tế - xã hội với bảo tồn và phát

huy các giá trị DTLS-VH. Những kinh nghiệm quý này sẽ là gợi ý quan trọng cho việc triển khai công tác bảo tồn và phát huy giá trị các DTLS-VH ở Đồng Nai trong những năm tới.

    1. Research purpose

The thesis clarifies how the Party Committee of Dong Nai Province led the effort to preserve and promote historical and cultural artefacts between 1996 and 2015. It also first identifies some practical lessons that can be used to increase the effectiveness of historical and cultural artefact preservation and promotion in Dong Nai in the future.

The thesis mostly uses logical techniques, historical research techniques, and a mix of the two. In order to shed light on the leadership of the Party Committee of Dong Nai Province in the preservation and promotion of historical and cultural relics during the 1996–2015 period, a number of additional techniques are also used, including interdisciplinary research methods, descriptive, analytical, statistical, synthesising, and comparative methods. Dong Nai is the Southern Key Economic Region and it plays an important role in areas of socio-economic development and national defense. In over 300 years of his formation and development, Dong Nai people have created and maintained a diverse, abundant cultural heritage, helping to shape the identity of this land in southern Vietnam, which is known for its resilience and heroism. With a long tradition of history and culture, nowadays, Dong Nai retains many interesting cultural values, as well as a distinctive system of historical and cultural relics. Those are an important part in Vietnam's overall cultural heritage, and an evidence of the community's development. Local residents are not only protectors but also help build, protect, and promote the value of such local relics. Therefore, educating people, especially the younger, about the importance of preserving cultural heritage in general and historical-cultural relics in particular, is a responsibility of the whole community.
2. The Party Committee of Dong Nai Province recognizes the importance of preserving and promoting the values of historical and cultural relics, therefore, between 1996 and 2015, the governance has circulated Party's ideas and orientations as well as the state's laws and policies in preservation of cultural heritage to fit with local context. The governance quickly proposes leadership frameworks and activities to help preserve, restore, and promote the values of historical and cultural relics that are relevant to socio-economic development. Thanks to that, there have been notable achievements in the preservation and promotion of the value of such historical and cultural relics. Many relics in the area have been timely restored, renovated, and preserved. Altogether, this contributes positively to the positive development of Dong Nai province. However, aside from positive results, there are some drawbacks in the leadership process in preserving and promoting the value of historical and cultural relics of Dong Nai Party Committee. Some of them are: inconsistent mechanisms, policies, and management practices; a lack of qualified human resources in heritage preservation; and insufficient quality and effectiveness in the preservation and restoration of relics…These are big challenges for the Party Committee in all levels in the path of reform and integration. Therefore, the Party Committee of Đồng Nai Province needs to consistently renew its leadership approach, therefore improve the quality and efficiency of the preservation and promotion of heritages along with the context of integration.

1. In 20 years (1996-2015), there have been many practical experiences in preserving and promoting historical and cultural relics by the Dong Nai Party Committee. These experiences have provided many valuable lessons: thoroughly understanding and applying the Party's orientations and the State’s policies in the process of preserving and promoting historical and cultural relics that are in accordance with the local conditions; Unleash the strength of the whole political system and various economic sectors in preserving and promoting historical and cultural relics, deeply combine the preservation of relics with activities geared at propagating and elevating values of historical and cultural sites. Address the relationship between socio-economic development and conservation and promotion of historical and cultural relics values. These lessons would be very valuable in implementing heritage preservation and promotion efforts of Dong Nai in the coming years.
