11.1. Mục đích và đối tượng nghiên cứu của luận án

Mục đích nghiên cứu của luận án là trên cơ sở làm rõ cơ sở lý luận, phân tích, đánh giá thực trạng, chỉ ra những tồn tại, hạn chế trong xây dựng đội ngũ cán bộ lãnh đạo, quản lý ngành giáo dục, từ đó đề xuất các giải pháp có tính khoa học, khả thi nhằm xây dựng đội ngũ cán bộ lãnh đạo, quản lý ngành giáo dục Vĩnh Phúc trong bối cảnh mới.

Đối tượng nghiên cứu của luận án là vấn đề xây dựng đội ngũ cán bộ lãnh đạo, quản lý ngành giáo dục Vĩnh Phúc trong bối cảnh mới. Luận án tập trung nghiên cứu đối tượng trong không gian là ngành giáo dục tỉnh Vĩnh Phúc đến trước tháng 6 năm 2025.

11.2. Các phương pháp nghiên cứu đã sử dụng

Đề tài sử dụng kết hợp một số phương pháp nghiên cứu cơ bản sau: (1) Phương pháp nghiên cứu tài liệu; (2) Phương pháp phân tích - tổng hợp; (3) Các phương pháp thống kê, khảo sát và phỏng vấn định tính; (4) Phương pháp dự báo

11.3. Các kết quả chính và kết luận

11.3.1. Các kết quả chính

Một là, luận án tổng quan có hệ thống các công trình nghiên cứu trong và ngoài nước về xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục, qua đó chỉ ra kết quả đạt được, khoảng trống nghiên cứu và hướng triển khai của luận án.

Hai là, luận án làm rõ một số vấn đề lý luận về xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục từ cách tiếp cận Chính trị học, bao gồm các khái niệm liên quan, tư tưởng Hồ Chí Minh và quan điểm của Đảng.

Ba là, trên cơ sở khung lý thuyết, luận án phân tích, đánh giá thực trạng xây dựng đội ngũ cán bộ lãnh đạo, quản lý ngành giáo dục tỉnh Vĩnh Phúc giai đoạn 2011 đến tháng 6 năm 2025, chỉ ra thành tựu, hạn chế và nguyên nhân.

Bốn là, luận án phân tích bối cảnh mới và các yếu tố tác động, từ đó đề xuất quan điểm và giải pháp xây dựng đội ngũ cán bộ lãnh đạo, quản lý ngành giáo dục tỉnh Vĩnh Phúc trong giai đoạn mới.

11.3.2. Kết luận

Thứ nhất, luận án đã góp phần hệ thống hoá một số vấn đề lý luận cơ bản về xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục trong bối cảnh chuyển đổi số và hội nhập quốc tế. 

Thứ hai, kết quả khảo sát thực trạng cho thấy, tỉnh Vĩnh Phúc đã xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục đảm bảo về số lượng, cơ cấu đa dạng và chất lượng ngang tầm nhiệm vụ. Bên cạnh đó, vẫn còn một số hạn chế về vai trò của chủ thể xây dựng; số lượng, cơ cấu, chất lượng cũng như trong quy trình xây dựng.

Thứ ba, trên cơ sở phân tích thực trạng và những yêu cầu đặt ra đối với đội ngũ cán bộ lãnh đạo, quản lý giáo dục trong bối cảnh mới, luận án đề xuất năm giải pháp khoa học, có tính khả thi cao.

            Thứ tư, xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục là nhiệm vụ chính trị trọng tâm, mang tính hệ thống và chiến lược, giữ vai trò then chốt trong công tác xây dựng Đảng và phát triển nguồn nhân lực quốc gia; do đó cần được triển khai đồng bộ dưới sự lãnh đạo của Đảng, quản lý thống nhất của Nhà nước và sự phối hợp, giám sát của các tổ chức chính trị - xã hội.

11.4. Đóng góp mới của luận án

Luận án tiếp cận xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục từ góc độ Chính trị học; xây dựng được khung lý thuyết và bộ tiêu chí đánh giá theo khung năng lực phù hợp với yêu cầu và đặc thù đổi mới giáo dục; Cung cấp đánh giá thực trạng cập nhật đến tháng 6/2025 về xây dựng đội ngũ cán bộ lãnh đạo, quản lý ngành giáo dục tỉnh Vĩnh Phúc và đề xuất các giải pháp khả thi, có tính đặc thù trong bối cảnh mới.

11.5. Ý nghĩa khoa học và thực tiễn

11.5.1. Ý nghĩa khoa học

Luận án góp phần bổ sung, hệ thống hóa và hoàn thiện cơ sở lý luận về cán bộ, xây dựng đội ngũ cán bộ, cũng như về xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục dưới phương diện Chính trị học. Đặc biệt, luận án bổ sung và làm rõ vai trò quyết định của đội ngũ cán bộ lãnh đạo, quản lý giáo dục trong việc cụ thể hóa đường lối, chủ trương của Đảng, chính sách, pháp luật của Nhà nước, đồng thời bảo đảm sự gắn kết chặt chẽ giữa hệ thống chính trị với sự phát triển của sự nghiệp giáo dục.

11.5.2. Ý nghĩa thực tiễn

Một là, kết quả khảo sát, đánh giá thực trạng là cơ sở thực tiễn giúp cho các cơ quan Đảng, Nhà nước có căn cứ để tiếp tục hoàn thiện, hoạch định chính sách, pháp luật về xây dựng đội ngũ cán bộ lãnh đạo, quản lý ngành giáo dục.

Hai là, những quan điểm và giải pháp được luận án đề xuất có giá trị tham khảo quan trọng đối với cấp ủy đảng, chính quyền trong việc hoạch định chủ trương, chính sách và tổ chức thực hiện xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục ở địa phương. Trong bối cảnh đất nước đang triển khai mô hình chính quyền địa phương hai cấp và tiến hành sắp xếp, điều chỉnh địa giới hành chính cấp tỉnh, các quan điểm và giải pháp nêu ra có thể được vận dụng linh hoạt, góp phần nâng cao hiệu quả quản trị, bảo đảm tính thống nhất trong lãnh đạo, đồng thời phát huy được đặc thù, tiềm năng của từng địa phương.

Ba là, kết quả nghiên cứu của luận án có thể sử dụng làm tài liệu tham khảo cho các cấp uỷ chỉ đạo, tham mưu xây dựng đội ngũ cán bộ nói chung và đội ngũ cán bộ lãnh đạo, quản lý giáo dục nói riêng. Đồng thời kết quả luận án có thể dùng làm học liệu phục vụ giảng dạy, nghiên cứu, trong các cơ sở đào tạo.

12. Các hướng nghiên cứu tiếp theo: Trên cơ sở kết quả đạt được, nghiên cứu sinh dự kiến tiếp tục nghiên cứu chuyên sâu về xây dựng đội ngũ cán bộ lãnh đạo, quản lý giáo dục dưới góc độ Chính trị học, tập trung vào: (1) Vai trò của chủ thể chính trị trong bối cảnh triển khai mô hình chính quyền địa phương hai cấp; (2) Nghiên cứu so sánh giữa các địa phương nhằm rút ra các mô hình hiệu quả; (3) Vận dụng tư tưởng Hồ Chí Minh trong xây dựng phẩm chất và năng lực cán bộ lãnh đạo, quản lý ngành giáo dục hiện nay. Những hướng nghiên cứu này góp phần bổ sung, phát triển cơ sở lý luận và luận cứ khoa học cho quá trình hoạch định chính sách phát triển đội ngũ cán bộ lãnh đạo, quản lý giáo dục trong bối cảnh mới, đặc biệt gắn với việc thực hiện Nghị quyết số 71-NQ/TW

11.1. Research Objectives and Subject of the Dissertation

The objective of the dissertation is, on the basis of clarifying the theoretical foundations and analyzing and assessing the current situation, to identify shortcomings and limitations in building the contingent of leadership and management cadres in the education sector, thereby proposing scientific and feasible solutions to build a contingent of educational leadership and management cadres in Vinh Phuc Province in the new context.

The research subject of the dissertation is the issue of building the contingent of leadership and management cadres in the education sector of Vinh Phuc Province in the new context. The dissertation focuses on the education sector of Vinh Phuc Province, with research data updated up to June 2025.

11.2. Research Methods Employed

The dissertation employs a combination of the following basic research methods: (1) Document analysis method; (2) Analytical and synthetic methods; (3) Statistical methods, surveys, and qualitative interviews; (4) Forecasting method.

11.3. Main Results and Conclusions

11.3.1. Main results

First, the dissertation systematically reviews domestic and international studies on building the contingent of educational leadership and management cadres, thereby identifying achieved results, research gaps, and the direction of the dissertation.

Second, the dissertation clarifies a number of theoretical issues regarding the building of educational leadership and management cadres from a Political Science perspective, including relevant concepts, Ho Chi Minh Thought, and the viewpoints of the Communist Party of Vietnam.

Third, based on the theoretical framework, the dissertation analyzes and assesses the current situation of building the contingent of leadership and management cadres in the education sector of Vinh Phuc Province during the period from 2011 to June 2025, identifying achievements, limitations, and their causes.

Fourth, the dissertation analyzes the new context and influencing factors, thereby proposing viewpoints and solutions for building the contingent of leadership and management cadres in the education sector of Vinh Phuc Province in the new period.

11.3.2. Conclusions

First, the dissertation contributes to systematizing a number of fundamental theoretical issues regarding the building of educational leadership and management cadres in the context of digital transformation and international integration.

Second, the survey results show that Vinh Phuc Province has built a contingent of educational leadership and management cadres that meets requirements in terms of quantity, diversified structure, and quality commensurate with assigned tasks. However, certain limitations remain regarding the role of the building, as well as in quantity, structure, quality, and the building process.

Third, based on the analysis of the current situation and the requirements for educational leadership and management cadres in the new context, the dissertation proposes five scientific and highly feasible solutions.

Fourth, building the contingent of educational leadership and management cadres is a key political task of a systemic and strategic nature, playing a decisive role in Party building and national human resource development; therefore, it must be implemented in a synchronous manner under the leadership of the Party, the unified management of the State, and the coordination and supervision of socio-political organizations.

11.4. New Contributions of the Dissertation

The dissertation approaches the building of educational leadership and management cadres from a Political Science perspective; develops a theoretical framework and a set of evaluation criteria based on a competency-based approach in line with the requirements and specific characteristics of educational reform; provides an updated assessment of the current situation up to June 2025 regarding the building of educational leadership and management cadres in Vinh Phuc Province; and proposes feasible and context-specific solutions in the new context.

11.5. Scientific and Practical Significance

11.5.1. Scientific significance

The dissertation contributes to supplementing, systematizing, and further developing the theoretical foundations concerning cadres and cadre building, particularly the building of educational leadership and management cadres from the perspective of Political Science. In particular, the dissertation supplements and clarifies the decisive role of educational leadership and management cadres in concretizing the Party’s lines and guidelines and the State’s policies and laws, thereby ensuring close and effective linkage between the political system and the development of the education sector.

11.5.2. Practical significance

First, the results of the survey and assessment of the current situation provide a practical basis for Party and State agencies to further improve and formulate policies and laws on building the contingent of educational leadership and management cadres.

Second, the viewpoints and solutions proposed by the dissertation have significant reference value for Party committees and authorities in formulating guidelines and policies, as well as in organizing the implementation of building educational leadership and management cadres at the local level. In the context of the country’s implementation of the two-level local government model and the ongoing arrangement and adjustment of provincial-level administrative boundaries, the proposed viewpoints and solutions can be flexibly applied, contributing to improving governance effectiveness, ensuring unity in leadership, and at the same time promoting the specific characteristics and potentials of each locality.

Third, the research results of the dissertation may be used as reference materials for Party committees at various levels in directing and advising on cadre building in general, and the building of educational leadership and management cadres in particular. At the same time, the dissertation’s findings can serve as learning materials for teaching and research activities in training institutions.

12. Further research directions:

Based on the achieved results, the doctoral candidate plans to continue in-depth research on the development of educational leadership and management cadres from a political science perspective, with a focus on: (1) the role of political actors in the context of implementing the two-tier local government model; (2) comparative studies among localities in order to identify effective models; and (3) the application of Ho Chi Minh Thought in fostering the qualities and capacities of educational leadership and management cadres in the current period. These research directions contribute to supplementing and further developing the theoretical foundation and scientific rationale for the formulation of policies on the development of educational leadership and management cadres in the new context, particularly in connection with the implementation of Resolution No. 71-NQ/TW
