Di cư nội địa là một hiện tượng tất yếu tại các quốc gia. Hiện nay, dù nơi đến là đô thị hay nông thôn thì thu nhập là lý do chính để họ quyết định ở lại. Độ tuổi của lao động nữ di cư (LĐNDC) chủ yếu từ 20-39 tuổi và hầu hết họ đã lập gia đình. Thông qua kết quả nghiên cứu, có thể thấy:
Về chân dung xã hội, LĐNDC chủ yếu là người trẻ, di cư vì lý do tìm kiếm việc làm và nâng cao thu nhập. Họ chủ yếu làm các công việc giản đơn, lao động tay chân và các công việc không đòi hỏi nhiều về trình độ đào tạo hoặc kỹ năng. Và hầu hết công việc là do bản thân họ tự tìm kiếm, chỉ có một phần nhỏ có người quen, hàng xóm, bạn bè giới thiệu. Với mức thu nhập cao hơn nông thôn và có nhiều cơ hội việc làm hơn, LĐNDC mong muốn ổn định cuộc sống tại Hà Nội.
Đối với tiếp cận trợ giúp xã hội cơ bản, LĐNDC trong nghiên cứu có điều kiện nhà ở chưa được tốt; chi phí điện nước còn cao; việc học tập của bản thân còn hạn chế; tiếp cận giáo dục của con cái khi vào Trường cấp 3 công lập còn khó khăn và tốn chi phí cao hơn nếu học Trường dân lập. Đối với các trợ giúp đột xuất thì khả năng tiếp cận của LĐNDC hạn chế, chủ yếu phụ thuộc vào cách diễn giải chính sách, việc thực thi của cán bộ và sự gắn kết của LĐNDC với địa phương.
Đại dịch COVID-19 đã gây ra cuộc khủng hoảng trầm trọng, ảnh hưởng đến mọi mặt đời sống của người dân, đặc biệt là nhóm LĐNDC. Để ứng phó trước những tác động của đại dịch, biện pháp được LĐNDC lựa chọn nhiều nhất là cắt giảm chi tiêu (ăn uống, mua sắm…) với 95,3%. Các biện pháp còn lại đều không được lựa chọn quá 23%, có một bộ phận nhỏ lựa chọn chuyển về quê với 22,9%, sau đó là chuyển đổi nghề với 18,8%, chuyển đến chỗ trọ có mức phí thấp hơn với 16,4%.
Rào cản khiến LĐNDC tiếp cận trợ giúp xã hội cơ bản hạn chế đến từ nhiều phía. Đó là tư duy của một số cán bộ thực thi nhiệm vụ coi di cư là tiêu cực; cách thức quản lý dựa trên hộ khẩu và chưa chú ý đúng mức đến người di cư. Về phía LĐNDC, rào cản đến từ trình độ hạn chế, ít gắn kết với địa phương và vốn xã hội nghèo nàn.
Kết quả nghiên cứu cũng chỉ ra khác biệt giữa nhóm LĐNDC ở khu vực phi chính thức và khu vực chính thức. LĐNDC ở khu vực phi chính thức có đời sống thấp hơn, tiếp cận trợ giúp xã hội nghèo nàn hơn, chịu nhiều rủi ro và ít khả năng ứng phó đối với các vấn đề xã hội như COVID-19. Nguyên nhân chính đến từ tính chất công việc và vốn xã hội của hai nhóm LĐNDC. Do đó, cần có các chương trình can thiệp đối với từng nhóm để phù hợp với nhu cầu riêng của họ. Kết quả khảo sát chỉ ra những rào cản trong tiếp cận trợ giúp xã hội còn đến từ sự thiếu vắng các nguồn lực hỗ trợ, các dịch vụ trợ giúp xã hội dưới góc độ CTXH .
Các giải pháp nâng cao hiệu quả tiếp cận trợ giúp xã hội cơ bản dành cho LĐNDC cần đến từ ba phía: Chính quyền, LĐNDC và các trung tâm CTXH, tổ chức đoàn thể như Hội phụ nữ tại địa phương.
Từ nhu cầu trợ giúp xã hội của LĐNDC, nghiên cứu đề xuất mô hình hỗ trợ LĐNDC với chủ thể là hoạt động CTXH đến từ trung tâm CTXH, cán bộ xã hội, nhân viên công tác xã hội và cán bộ thực hiện các chương trình, dự án của hội phụ nữ, NGOs trong một cơ chế điều phối từ trung tâm CTXH thành phố.
Mô hình trợ giúp LĐNDC
Nhân viên CTXH, cán bộ Hội phụ nữ và các bên liên quan triển khai các hoạt động:
Hoạt động 1: Truyền thông, nâng cao nhận thức của chính quyền, doanh nghiệp, đoàn thể, cộng đồng về di cư, nhìn nhận di cư là hiện tượng xã hội tích cực.
Hoạt động 2: Thúc đẩy chính quyền và các bên liên quan phát triển các nguồn lực, dịch vụ dành cho LĐNDC và gia đình có thể tiếp cận: lao động, việc làm, nhà ở xã hội, nhà trọ, các dịch vụ giáo dục, y tế...
Hoạt động 3: Biện hộ quyền của LĐNDC trong tiếp cận nhà ở, việc làm, đào tạo nghề, y tế, giáo dục cho con cái, trợ giúp đột xuất…
Hoạt động 4: Cung cấp các dịch vụ hỗ trợ chuyến sâu về sức khỏe tâm thần.
Hoạt động 5: Tổ chức các hoạt động can thiệp nhóm để tạo ra liên kết giữa nhóm di cư nói chung, LĐNDC nói riêng với cộng đồng sở tại.
Hoạt động 6: Xây dựng hồ sơ quản lý ca đối với các cá nhân, gia đình của LĐNDC có những vấn đề đặc thù.

Internal migration is a ubiquitous phenomenon across numerous countries. Recently, irrespective of whether the destination is urban or rural, income is the predominant factor influencing individuals’ decision to migrate. The demographic of the Female Migrant Workers primarily comprises individuals aged 20-39, the majority of whom are married. Through research results show:
In terms of social demographics, the Female Migrant Workers predominantly consist of young individuals seeking employment opportunities and enhanced income. At present, they are primarily engaged in simple, manual labor and occupations that do not necessitate extensive training or skills. Most of these jobs are self-sought, with only a minor portion being introduced by acquaintances, neighbors, and friends. Given the higher income compared to rural areas and the abundance of opportunities, the Female Migrant Workers aspires to establish a stable life in Hanoi.
In accessing basic social assistance, the Female Migrant Workers suffer from poor housing conditions, high costs for utilities such as electricity and water, limited personal education. Their children have more difficulties in accessing Public High School and have to pay higher costs for private schools. The availability of unscheduled assistance is limited and largely depends on policy interpretation, implementation by officials, and the cohesion of the Female Migrant Workers with the locality.
The COVID-19 pandemic has precipitated a severe crisis, impacting all facets of life, with the Female Migrant Workers being particularly affected. In response to the pandemic’s impacts, the most prevalent measure adopted by the Female Migrant Workers is to reduce expenditure (on food, shopping, etc.), with 95.3% opting for this approach. Other measures were not chosen by more than 23% of them. A small portion, 22.9%, chose to return to their hometown, followed by 18.8% who opted to change jobs, and 16.4% who moved to more affordable accommodation.
Barriers that restrict the Female Migrant Workers’ access to basic social assistance emanate from various sources. From some officials’ perspective perceive migration negatively, and their management approach is based on household registration, often overlooking the needs of the migrants. From the perspective of the Female Migrant Workers, barriers arise from limited social skills, minimal connection with the locality, and poor social capital.
The research findings underscore the disparities between the Female Migrant Workers in the informal sector and those in the formal sector. The Female Migrant Workers in the informal sector experience a lower standard of living, have limited access to social assistance, are exposed to numerous risks, and are less equipped to handle social issues such as the COVID-19 pandemic. These challenges primarily stem from the nature of their work and their social capital. Given these disparities, it is imperative to develop intervention programs tailored to the specific problems and needs of each group of laborers. In addition the barrier to accessing social assistance also comes from the lack of support resources and social assistance services from a social work perspective,
To enhance the effectiveness of accessing basic social assistance for the Female Migrant Workers, a tripartite approach is required, involving the Government, the Female Migrant Workers themselves, and social work centers and mass organizations, such as Women’s Unions.
Given the basic social support needs of the Female Migrant Workers, the study proposes a model of support for these workers. This model centers around social work activities conducted by social work centers, social workers, and officials of local labor programs. It also includes programs and projects of women’s unions and non-governmental organizations (NGOs), all coordinated through the Hanoi City Social Work Center.
The proposed role of social work encompasses the following activities:
Model of support for the Female Migrant Workers
Activity 1: Communicate and raise awareness among the Government, businesses, unions, and communities about migration, promoting the recognition of migration as a positive social phenomenon.
Activity 2: Advocate for the Government and relevant parties to develop resources and services for the Female Migrant Workers and their families, including labor, employment, social housing, appropriate boarding houses, education, health services, and more.
Activity 3: Advocate for the rights of the Female Migrant Workers to access housing, jobs, training, health care, education for children and emergency assistance.
Activity 4: Provide mental health support services.
Activity 5: Organize group intervention activities to foster connections between migrant groups in general, and the Female Migrant Workers in particular, and the host community.
Activity 6: Develop case management records for individuals and families of the Female Migrant Workers with specific problems.
12. Future Research Directions: The research will continue to delve deeper into the factors affecting the mental life of the Female Migrant Workers and their family members.

In response to the pandemic’s impacts, the most prevalent measure adopted by the Female Migrant Workers is to reduce expenditure (on food, shopping, etc.), with 95.3% opting for this approach. Other measures were not chosen by more than 23% of them. A small portion, 22.9%, chose to return to their hometown, followed by 18.8% who opted to change jobs, and 16.4% who moved to more affordable accommodation.
Barriers that restrict the Female Migrant Workers’ access to basic social assistance emanate from various sources. From some officials’ perspective perceive migration negatively, and their management approach is based on household registration, often overlooking the needs of the migrants. From the perspective of the Female Migrant Workers, barriers arise from limited social skills, minimal connection with the locality, and poor social capital.
The research findings underscore the disparities between the Female Migrant Workers in the informal sector and those in the formal sector. The Female Migrant Workers in the informal sector experience a lower standard of living, have limited access to social assistance, are exposed to numerous risks, and are less equipped to handle social issues such as the COVID-19 pandemic. These challenges primarily stem from the nature of their work and their social capital. Given these disparities, it is imperative to develop intervention programs tailored to the specific problems and needs of each group of laborers. In addition the barrier to accessing social assistance also comes from the lack of support resources and social assistance services from a social work perspective,
To enhance the effectiveness of accessing basic social assistance for the Female Migrant Workers, a tripartite approach is required, involving the Government, the Female Migrant Workers themselves, and social work centers and mass organizations, such as Women’s Unions.
Given the basic social support needs of the Female Migrant Workers, the study proposes a model of support for these workers. This model centers around social work activities conducted by social work centers, social workers, and officials of local labor programs. It also includes programs and projects of women’s unions and non-governmental organizations (NGOs), all coordinated through the Hanoi City Social Work Center.
The proposed role of social work encompasses the following activities:
Model of support for the Female Migrant Workers
Activity 1: Communicate and raise awareness among the Government, businesses, unions, and communities about migration, promoting the recognition of migration as a positive social phenomenon.
Activity 2: Advocate for the Government and relevant parties to develop resources and services for the Female Migrant Workers and their families, including labor, employment, social housing, appropriate boarding houses, education, health services, and more.
Activity 3: Advocate for the rights of the Female Migrant Workers to access housing, jobs, training, health care, education for children and emergency assistance.
Activity 4: Provide mental health support services.
Activity 5: Organize group intervention activities to foster connections between migrant groups in general, and the Female Migrant Workers in particular, and the host community.
Activity 6: Develop case management records for individuals and families of the Female Migrant Workers with specific problems.
12. Future Research Directions: The research will continue to delve deeper into the factors affecting the mental life of the Female Migrant Workers and their family members.
