Mục đích nghiên cứu: Trên cơ sở làm rõ một số vấn đề lý luận về hệ thống chính trị cấp xã; đánh giá thực trạng hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội; luận án đề xuất một số giải pháp đổi mới hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội trong thời gian tới.
Đối tượng nghiên cứu: Hệ thống chính trị cấp xã các huyện ngoại thành Hà Nội.
Phương pháp nghiên cứu: nghiên cứu liên ngành, logic, lịch sử, phân tích, tổng hợp, quy nạp, diễn dịch, cấu trúc, hệ thống, so sánh, điều tra xã hội học, chuyên gia.
