1. Mục đích và đối tượng nghiên cứu của luận án

1.1. Về mục đích

Trên cơ sở nghiên cứu lý luận và thực tiễn năng lực tư duy lý luận và nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk, luận án đề xuất một số giải pháp cơ bản nhằm tiếp tục nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk, đáp ứng yêu cầu, nhiệm vụ phát triển địa phương trong giai đoạn mới.

1.2. Đối tượng nghiên cứu

 Nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk.

2. Phương pháp nghiên cứu

Luận án sử dụng các phương pháp luận của chủ nghĩa duy vật biện chứng và chủ nghĩa duy vật lịch sử; phương pháp phân tích - tổng hợp; lịch sử - logic; hệ thống – cấu trúc;  thống kê, so sánh.

3. Các kết quả chính và kết luận

3.1. Các kết quả chính

- Làm rõ thực chất nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk.

- Đánh giá thực trạng, khái quát một số vấn đề đặt ra cần giải quyết trong nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk hiện nay.

- Đề xuất một số giải pháp cơ bản nhằm tiếp tục nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk.

3.2. Kết luận

Tư duy lý luận là hình thức phát triển cao nhất của tư duy, đó chính là quá trình con người tiếp cận, nắm bắt, nhận thức và tái tạo hiện thực khách quan thông qua những khái niệm, phạm trù mang tính lý luận. Những khái niệm, phạm trù này giúp tư duy của con người có thể đi sâu vào bản chất của sự vật nhằm vạch ra quy luật của các sự vật, hiện tượng.  Tư duy lý luận là cơ sở, nền tảng quan trọng giúp đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk nhận thức đúng đắn bản chất cách mạng và khoa học các tri thức lý luận nhằm nâng cao phẩm chất và năng lực trong hoạt động lãnh đạo, quản lý của họ. Nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk là nhân tố ảnh hưởng trực tiếp, quyết định đến quá trình đưa đường lối, chủ trương của Đảng, chính sách, pháp luật của Nhà nước thành mục tiêu, phương hướng và giải pháp cụ thể để giải quyết thực tiễn sinh động và đặc thù của tỉnh Đắk Lắk. Vì vậy, nâng cao năng lực tư duy lý luận là yêu cầu khách quan, thường xuyên, là nội dung cốt lõi trong công tác xây dựng đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk hiện nay.

Nâng cao năng lực tư duy lý luận là vấn đề có tính quy luật phổ biến quá trình phát triển tư duy của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk. Quá trình nâng cao năng lực tư duy lý luận cho  đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk hiện nay phụ thuộc vào các điều kiện khách quan và nhân tố chủ quan, được thể hiện rõ nét trong nhận thức và hoạt động thực tiễn có tính mục đích và tính khoa học cao của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk. Do vậy, quá trình nâng cao đó tất yếu phụ thuộc rất lớn vào chất lượng đào tạo, bồi dưỡng, điều kiện tự nhiên, kinh tế xã hội và đặc biệt là vai trò tích cực, chủ động, tự giác học tập, rèn luyện của bản thân mỗi cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk.

Để nâng cao năng lực tư duy lý luận của đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk có kết quả tốt cần thiết phải thực hiện đồng bộ, nhất quán các giải pháp: tăng cường đổi mới nội dung, phương pháp giáo dục tư duy lý luận cho đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk; đẩy mạnh công tác tổng kết thực tiễn để bổ sung, hoàn thiện, phát triển chủ trương, đường lối của Đảng, chính sách, pháp luật của Nhà nước cũng như phân tích, đánh giá, khái quát thực tiễn địa phương nhằm rút ra những bài học kinh nghiệm trong hoạt động chỉ đạo thực tiễn tiếp theo đạt kết quả tốt. Đồng thời tiếp tục đẩy mạnh phát triển kinh tế - xã hội để tạo bước chuyển biến tích cực về đời sống vật chất, tinh thần cho cán bộ và nhân dân tỉnh Đắk Lắk.

Khi áp dụng các giải pháp nhằm nâng cao năng lực tư duy lý luận cho đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh ở Đắk Lắk hiện nay cần nhận thức rõ giải pháp cơ bản, chủ yếu, trực tiếp và giải pháp tình thế để có sự vận dụng linh hoạt, cụ thể. Bảo đảm thực hiện tốt những vấn đề đó sẽ giúp nâng cao năng lực tư duy lý luận, xây dựng đội ngũ cán bộ lãnh đạo, quản lý cấp tỉnh đầy đủ về phẩm chất đạo đức, năng lực lãnh đạo, quản lý để chỉ đạo thực tiễn đổi mới ở Đắk Lắk phù hợp theo mục tiêu dân giàu, nước mạnh, dân chủ, công bằng, văn minh của nước ta hiện nay.

1. Objectives and subjects of the thesis

1.1. Research objectives

Based on the theoretical and practical research on theoretical thinking and improving the theoretical thinking capacity of the contingent of provincial leaders and managers in Dak Lak, the thesis proposes some fundamental solutions in order to further improve the theoretical thinking skills of the provincial leaders and managers in Dak Lak, meeting the requirements and tasks of local development in the new period.

1.2. Research subjects

 To improve the reasoning skills of the current leadership and management team in Dak Lak province.

2. Research methods

The thesis uses the methodology of dialectical materialism and historical materialism, method of analysis and synthesis, historical and logical, systematical and structural methods, statistics and comparison.

3. Main results and conclusions

3.1. Main results  

- Clarified the actuality of improving the theoretical thinking capacity of the contingent of provincial leaders and managers in Dak Lak.

- Overviewed some issues that need to be addressed in enhancing the capacity of theoretical thinking of the current leadership and management team in Dak Lak province.

- Proposed some basic solutions to further improve the theoretical thinking capacity of the contingent of provincial leaders and managers in Dak Lak.

3.2. Conclusions

Theoretical thinking is the highest form of development of thinking, which is the process of man approaching, catching, perceiving and reproducing objective reality through rational concepts and categories. These concepts and categories help human thinking delve deeper into the nature of things in order to define the laws of things and phenomena. Theoretical thinking is the basis, the important foundation for the leaders and managers of the province Dak Lak to properly recognize the revolutionary and scientific nature of theoretical knowledge to improve the quality and capacity in their leadership and management. Raising the capacity of theoretical thinking of the contingent of leaders and managers at the provincial level in Dak Lak is a direct factor influencing the process of adopting the Party's guidelines, policies and laws of the State into objectives, directions and specific solutions to cope with the lively and unique reality of Dak Lak province. Therefore, enhancing the capacity of theoretical thinking is an objective and regular requirement, which is the core content in building the contingent of leaders and managers at the provincial level in Dak Lak.

Improving the capacity of theoretical thinking is inevitable in the development of thinking of the provincial leadership and management team in Dak Lak. The process of enhancing theoretical thinking skills for the provincial leadership and management team in Dak Lak is now dependent on objective conditions and subjective factors, which are reflected in awareness and practical activities, which are goal-oriented and highly scientific, of the provincial leadership and management team in Dak Lak. Therefore, the process of enhancement inevitably depends on the quality of training, fostering, natural and socio-economic conditions, and especially active role in initiatively self-learning and forging of each provincial leader and manager in Dak Lak province.

In order to improve the theoretical thinking of the contingent of provincial leaders and managers in Dak Lak, it is necessary to implement synchronously and consistently the solutions: promoting the content and methods of education of theoretical thinking for the contingent of leaders and managers at the provincial level in Dak Lak, stepping up the work of summing up the practice in order to supplement, perfect and develop the Party's guidelines and policies, the State's policies and laws as well as analyze, evaluate and generalize local practices in order to draw out lessons for directing the following practice towards good results. At the same time, the socio-economic development should be accelerated in order to make a positive change in the material and spiritual life of officials and people in Dak Lak province.

When applying solutions to improve theoretical thinking skills for the provincial leadership and management team in Dak Lak at present, it is required to discern basic, major and direct solutions as well as temporary ones so that to apply flexibly and specifically. Ensuring good implementation of those issues will help improve the capacity of theoretical thinking, build up a contingent of leaders and managers at the provincial level in terms of ethical qualities, leadership and management capacity so that to direct the reform of Dak Lak in accordance with the objectives of wealthy people, powerful nation, democracy, justice, and civilization of our country today.
