11. Tóm tắt các kết quả mới của luận án:
Qua kháo sát và nghiên cứu tác giả nhận thấy vấn đề thể chế của ngành lưu trữ tuy đã được đề cập đến trong một số công trình nghiên cứu nhưng cho đến nay vẫn chưa có công trình nghiên cứu chuyên sâu về thể chế sử dụng tài liệu lưu trữ. Do vậy luận án đã giải quyết được các mục tiêu:
- Tiếp tục làm rõ hơn các khái niệm, thuật ngữ về thể chế sử dụng tài liệu lưu trữ và hoàn. thiện thể chế, trong đó đi sâu phân tích các quan niệm về cấu trúc của thể chế nói chung và sử dụng tài liệu lưu trữ nói riêng; so sánh, làm rõ sự khác nhau giữa thể chế và chính sách với hệ thống các văn bản quy phạm pháp luật về sử dụng tài liệu lưu trữ. Đây là công trình đầu tiên nghiên cứu chuyên sâu về thể chế sử dụng tài liệu lưu trữ ở Việt Nam, nên kết quả của luận án góp phần bổ sung cơ sở lý luận về ban hành và tổ chức thực hiện thể chế lưu trữ nói chung, thể chế sử dụng tài liệu lưu trữ nói riêng cho hệ thống lý luận của Lưu trữ học ở Việt Nam.
- Thông qua khảo sát thực tế tác giả đã có một số nhận xét, đánh giá về ưu điểm và hạn chế trong việc tổ chức ban hành và thực hiện thể chế sử dụng tài liệu lưu trữ ở Việt Nam.
- Luận án cũng chỉ ra các hạn chế trong việc tổ chức thực hiện thể chế sử dụng tài liệu lưu trữ, và các nguyên nhân của sự hạn chế.
- Đề xuất các giải pháp nhằm hoàn thiện thể chế về công tác lưu trữ nói chung và sử dụng tài liệu lưu trữ nói riêng.
12. Khả năng ứng dụng trong thực tiễn:
Kết quả nghiên cứu của Luận án có thể làm cơ sở, tài liệu tham khảo cho các cơ quan quản lý nhà nước về công tác văn thư, lưu trữ như Bộ Nội vụ, Cục Văn thư Lưu trữ Nhà nước trong việc tham mưu cho Chính phủ ban hành và hoàn thiện các văn bản quy định về sử dụng tài liệu lưu trữ.
13. Những hướng nghiên cứu tiếp theo:
Trên cơ sở kết quả nghiên cứu của luận án, tác giả nhận thấy, việc nghiên cứu về thể chế lưu trữ nói chung vẫn còn nhiều khoảng trống, bởi thể chế rất rộng và phức tạp. Luận án của tác giả mới chỉ nghiên cứu một khía cạnh của việc hoàn thiện thể chế lưu trữ là hoàn thiện thể chế sử dụng tài liệu lưu trữ. Do vậy theo tác giả, cùng với luận án này, trong thời gian tới vẫn còn nhiều hướng nghiên cứu tiếp theo:
- Một là, thể chế sử dụng tài liệu lưu trữ trong môi trường mạng.
- Hai là, cơ chế hợp tác quốc tế giữa lưu trữ các nước về sử dụng tài liệu lưu trữ
- Ba là, các chính sách đối với sử dụng tài liệu lưu trữ chuyên ngành nhằm phát huy giá trị tài liệu lưu trữ.
- Bốn là, xây dựng và hoàn thiện cơ sở dữ liệu tài liệu lưu trữ của nhà nước phục vụ nhu cầu sử dụng tài liệu lưu trữ.

11. Summary of the new findings of the thesis:
Through survey and research, the author found that institutional problems of archival works in Vietnam have been mentioned in a number of studies, but so far there has not been an in-depth study on the institutional frameworks for using archival resources. Therefore, the thesis has solved the following issues:
- Continue to clarify concepts and terms regarding institutional frameworks for the use of archival documents, focusing on the views of the structure of institutions in general and the use of archival materials in particular; compare and clarify the difference between institutions and policies on the one hand and the system of legal documents on the use of archival documents on the other hand. This is the first in-depth study of the institutional frameworks for the use of archival materials in Vietnam, which contributes to supplementing the theoretical basis for the issuance and implementation of archival institutions in general, and the institutional frameworks for the use of archival materials in Vietnam in particular.
- Through field survey, the author has made some comments and assessments on the advantages and limitations in the issuance and implementation of institutional frameworks for the use of archival materials in Vietnam.
- The thesis also points out the limitations in the implementation of institutional frameworks for the use of archival materials, and the causes of the limitations.
- The thesis proposes solutions to improve institutional frameworks on archival work in general and on the use of archival materials in particular.
12. Practical applicability, if any:
The research results of the thesis can serve as a basis and reference for state management agencies in the fields of records and archival work such as the Ministry of Home Affairs, the State Department of Archives and Records in advising the Government to promulgate and finalize documents regulating the use of archival materials.
13. Further research directions, if any:
Based on the research results of the thesis, the author found that the research on archival institutions in general still has many gaps, because the institutions are very broad and complex. The author's thesis has only studied one aspect of improving archival institution, which is the improvement of institutional frameworks for the use of archival materials. Therefore, according to the author, along with this thesis, in the coming time, there are still many directions for further research:
- First, the institutional frameworks for the use of documents stored in the cyberspace.
- Second, the mechanism of international cooperation between national archives from different countries on the use of archival materials
- Third, policies for the use of specialized archival materials in order to promote the value of archival materials.
- Fourth, to build and complete state archival databases to serve the needs of using archival materials.
