10. Tóm tắt các kết quả của đề án

Đề án “Giải pháp hoàn thiện quản trị nguồn nhân lực Ban Quản lý phóng viên thường trú Báo Nhân Dân trong bối cảnh mới” đã chỉ ra sự cần thiết phải có các chính sách, cơ chế phát triển nhân lực phù hợp, nhất là trong bối cảnh báo chí hiện nay chịu ảnh hưởng sâu sắc của chuyển đổi số, hội nhập quốc tế và yêu cầu ngày càng cao về chất lượng thông tin, tính kịp thời, chính xác và sáng tạo trong các sản phẩm báo chí.

Kết quả khảo sát cho thấy, mặc dù Ban Quản lý Phóng viên Thường trú đã triển khai một số biện pháp quản lý và hỗ trợ phóng viên thường trú, song vẫn tồn tại những hạn chế đáng kể như cơ cấu nhân sự chưa tối ưu, cơ chế đánh giá năng lực và hiệu quả công việc chưa đồng bộ, các chính sách đào tạo, bồi dưỡng và phát triển nghề nghiệp chưa thực sự đáp ứng nhu cầu nâng cao chất lượng nguồn nhân lực. Ngoài ra, việc sử dụng công nghệ thông tin trong quản lý nhiệm vụ và hồ sơ của phóng viên thường trú chưa được khai thác hiệu quả, dẫn đến tình trạng thiếu minh bạch trong theo dõi tiến độ công việc và chưa thực sự khuyến khích sáng tạo, đổi mới trong hoạt động tác nghiệp.

Trên cơ sở phân tích thực trạng, đề án đã đề xuất các giải pháp cụ thể về cơ cấu tổ chức, phân công, điều phối phóng viên; hoàn thiện cơ chế đánh giá hiệu quả công việc và năng lực cá nhân; triển khai chương trình đào tạo, bồi dưỡng nâng cao năng lực chuyên môn, kỹ năng nghiệp vụ và kỹ năng mềm; cải tiến chính sách đãi ngộ, khuyến khích sáng tạo, gắn kết nhân sự; và ứng dụng công nghệ thông tin trong quản lý hồ sơ, nhiệm vụ và kết quả làm việc. Ngoài ra, đề án cũng đưa ra các kiến nghị mang tính chiến lược đối với cấp quản lý, bao gồm việc hoàn thiện cơ chế chính sách, nâng cao năng lực quản lý, tạo điều kiện thuận lợi cho đổi mới sáng tạo và phát triển đội ngũ nhân lực báo chí một cách bền vững.

11. Khả năng ứng dụng trong thực tiễn

Hệ thống giải pháp về cơ cấu tổ chức, phân công, điều phối công việc và đánh giá năng lực cá nhân có thể được triển khai trực tiếp tại Ban Quản lý phóng viên thường trú, giúp nâng cao tính minh bạch, hiệu quả và đồng bộ trong công tác quản lý, từ đó tạo ra môi trường làm việc chuyên nghiệp, khuyến khích sáng tạo và nâng cao chất lượng tác nghiệp của phóng viên thường trú. 

Việc áp dụng các giải pháp về đào tạo, bồi dưỡng, phát triển năng lực chuyên môn, kỹ năng nghiệp vụ và kỹ năng mềm cho đội ngũ phóng viên thường trú sẽ giúp cán bộ quản lý và phóng viên thích ứng nhanh với các yêu cầu mới của báo chí hiện đại, đặc biệt trong bối cảnh chuyển đổi số và hội nhập quốc tế, đồng thời nâng cao khả năng phản ứng linh hoạt trước các sự kiện nóng, thông tin đa chiều và nhu cầu đa dạng của độc giả.

Các giải pháp về cải tiến chính sách đãi ngộ, khen thưởng, khuyến khích sáng tạo và gắn kết nhân sự có thể được áp dụng trực tiếp để nâng cao động lực làm việc của đội ngũ phóng viên thường trú, từ đó hạn chế tình trạng rời bỏ cơ quan, nâng cao chất lượng sản phẩm báo chí và sự ổn định trong công tác quản lý nhân lực.

Việc áp dụng công nghệ thông tin trong quản lý hồ sơ, nhiệm vụ và kết quả làm việc của phóng viên thường trú cũng là một trong những điểm nhấn quan trọng, bởi nó không chỉ giúp Ban Quản lý phóng viên thường trú theo dõi tiến độ công việc một cách chính xác và minh bạch mà còn góp phần tối ưu hóa quy trình báo cáo, đánh giá và ra quyết định quản lý, đồng thời tạo điều kiện thuận lợi cho việc lưu trữ, tra cứu và tổng hợp dữ liệu phục vụ cho công tác hoạch định chiến lược nhân sự.

Ngoài ra, các kiến nghị mang tính chiến lược đối với cấp quản lý, bao gồm hoàn thiện cơ chế chính sách, nâng cao năng lực quản lý, tạo điều kiện thuận lợi cho đổi mới sáng tạo và phát triển nguồn nhân lực dài hạn, có thể được áp dụng để hình thành các chính sách quản trị nhân lực tổng thể, giúp cơ quan báo chí nâng cao khả năng cạnh tranh và thích ứng với bối cảnh báo chí toàn cầu. 

12. Những hướng nghiên cứu tiếp theo

Thứ nhất, cần nghiên cứu sâu hơn về mối quan hệ giữa quản trị nguồn nhân lực và hiệu quả hoạt động báo chí trong bối cảnh chuyển đổi số, đặc biệt là các yếu tố ảnh hưởng đến khả năng sáng tạo, năng suất tác nghiệp và chất lượng thông tin của phóng viên thường trú, nhằm xây dựng các mô hình quản trị nhân lực thích ứng với xu hướng công nghệ mới, bao gồm trí tuệ nhân tạo, dữ liệu lớn và nền tảng truyền thông đa phương tiện. 

Thứ hai, cần nghiên cứu chuyên sâu về động lực, nhu cầu và sự gắn kết của phóng viên thường trú, bao gồm phân tích tâm lý nghề nghiệp, sự hài lòng trong công việc, cơ chế khen thưởng và đãi ngộ, nhằm xây dựng các chính sách nhân sự toàn diện, có khả năng khuyến khích sáng tạo, nâng cao năng lực cá nhân và gắn kết lâu dài với cơ quan báo chí.

Thứ ba, cần mở rộng nghiên cứu về các mô hình đào tạo, bồi dưỡng và phát triển năng lực phóng viên thường trú, đặc biệt là các chương trình đào tạo kỹ năng mềm, kỹ năng công nghệ thông tin, kỹ năng quản lý thông tin và kỹ năng truyền thông đa phương tiện, nhằm đáp ứng yêu cầu ngày càng cao về tính kịp thời, chính xác và hấp dẫn của sản phẩm báo chí. 

Thứ tư, nghiên cứu về công cụ và phương pháp đánh giá hiệu quả công tác phóng viên thường trú cũng là hướng quan trọng, nhằm xây dựng hệ thống đánh giá vừa chính xác, vừa công bằng, vừa minh bạch, góp phần nâng cao chất lượng quản trị nhân lực và khả năng ra quyết định quản lý. 

Thứ năm, cần nghiên cứu các mô hình quản trị nhân lực tổng thể kết hợp cơ chế chính sách, tổ chức và công nghệ thông tin, để xây dựng giải pháp đồng bộ, giúp các cơ quan báo chí vừa phát triển đội ngũ nhân lực, vừa tối ưu hóa hiệu quả quản lý, đáp ứng yêu cầu hội nhập, cạnh tranh và chuyển đổi số.

Ngoài ra, các nghiên cứu tiếp theo có thể mở rộng phạm vi sang so sánh quản trị nguồn nhân lực giữa các cơ quan báo chí trong nước và quốc tế, nhằm học hỏi các mô hình tiên tiến, từ đó đề xuất những cải tiến phù hợp với đặc thù hoạt động báo chí Việt Nam. Đồng thời, việc nghiên cứu tác động của các yếu tố văn hóa tổ chức, môi trường làm việc và chính sách nhà nước đối với quản trị nhân lực báo chí cũng sẽ cung cấp những thông tin quan trọng để hoàn thiện các giải pháp quản lý nhân lực tại Ban Quản lý phóng viên thường trú nói riêng và các cơ quan báo chí nói chung.

Summary of the findings of the project: The thesis entitled "Solutions to Improve Human Resource Management at the Resident Correspondents Office of Nhân Dân Newspaper in the New Context" emphasizes the urgent need for appropriate policies and mechanisms to develop human resources. This need is particularly critical given the profound impact of digital transformation, international integration, and rising demands for information quality, timeliness, accuracy, and creativity in journalistic products.

Survey findings reveal that although the Resident Correspondents Office has implemented several measures to manage and support its resident correspondents, significant limitations remain. These include a suboptimal personnel structure, inconsistent performance evaluation mechanisms, and professional development policies that fall short of meeting the demands for high-quality human capital. Additionally, the application of information technology in managing tasks and reporter profiles is still underutilized, resulting in a lack of transparency in tracking progress and insufficient incentives for creativity and innovation in professional activities.

Drawing from an in-depth analysis of the current situation, the thesis proposes targeted solutions including: optimizing organizational structure and staff allocation; improving performance evaluation systems; implementing professional training programs to enhance technical expertise, operational skills, and soft skills; reforming incentive policies to foster innovation and strengthen staff engagement; and applying digital tools in task and performance management. Moreover, the thesis puts forward strategic recommendations for leadership, such as refining policy frameworks, strengthening managerial capacity, and creating enabling conditions for innovation and the sustainable development of journalistic human resources.

Practical applicability, if any: The proposed solutions concerning organizational structure, task assignment, coordination, and individual performance evaluation can be directly implemented at the Resident Correspondents Office. These measures aim to enhance transparency, efficiency, and consistency in management practices, thereby fostering a professional work environment that encourages innovation and improves the overall quality of resident correspondents’ work.

Implementing training and capacity-building solutions—focused on developing professional expertise, operational skills, and soft skills—will enable both managers and correspondents to quickly adapt to the evolving demands of modern journalism. This is particularly important in the context of digital transformation and international integration, helping the workforce respond more flexibly to breaking news, multidimensional information, and the increasingly diverse needs of readers.

Improvements to remuneration policies, incentive schemes, and personnel engagement strategies can be directly applied to boost motivation among resident correspondents. These efforts are expected to reduce staff turnover, enhance the quality of journalistic content, and ensure greater stability in human resource management.

The application of information technology in managing personnel files, assignments, and work outcomes is another key area of focus. Leveraging digital tools will not only enable accurate and transparent tracking of work progress, but also help optimize processes related to reporting, evaluation, and decision-making. Moreover, it will facilitate data storage, retrieval, and aggregation for strategic human resource planning.

Finally, the thesis outlines several strategic-level recommendations for senior management, including the refinement of policy frameworks, enhancement of leadership capacity, and the creation of enabling conditions for innovation and long-term human resource development. These recommendations can inform the development of comprehensive HR management policies, helping news organizations improve their competitiveness and adaptability in an increasingly globalized media landscape.

13. Further research directions, if any: First, further research should explore the relationship between human resource management and journalistic performance in the context of digital transformation. Particular attention should be paid to factors affecting creativity, operational productivity, and the quality of information produced by resident correspondents. This would support the development of adaptive HR management models aligned with emerging technologies such as artificial intelligence, big data, and multimedia platforms.

Second, in-depth studies on the motivation, needs, and engagement of resident correspondents are essential. These should include analyses of professional psychology, job satisfaction, reward systems, and compensation policies. Such research would inform the design of comprehensive HR policies that foster innovation, strengthen individual competencies, and promote long-term commitment within news organizations.

Third, expanded research into training models and professional development pathways for resident correspondents is needed—particularly programs focused on soft skills, information technology, data management, and multimedia communication. These are critical to meeting the growing demand for timely, accurate, and engaging journalistic content.

Fourth, the development and refinement of tools and methodologies for assessing the performance of resident correspondents should also be prioritized. Establishing a performance evaluation system that is fair, transparent, and reliable would contribute significantly to enhancing HR management quality and strengthening decision-making processes.

Fifth, future studies should examine comprehensive human resource management models that integrate policy frameworks, organizational structure, and information technology. The goal is to develop cohesive, scalable solutions that enable news organizations to simultaneously cultivate their workforce and optimize management efficiency in response to increasing demands for integration, competition, and digital transformation.

In addition, future research could broaden its scope to include comparative studies of human resource management practices across domestic and international news organizations. Insights from advanced models can help propose contextually appropriate improvements tailored to the unique characteristics of Vietnamese journalism. Moreover, investigations into the influence of organizational culture, workplace environment, and government policies on journalistic human resource management could provide valuable guidance for enhancing HR strategies—not only at the Resident Correspondents Office, but across the journalism sector as a whole.
