CHƯƠNG 1. MỘT SỐ VẤN ĐỀ LÝ LUẬN VỀ HIỆN ĐẠI HÓA CÔNG TÁC LƯU TRỮ
Trong chương 1, luận văn đã hệ thống toàn bộ các lý luận chung về công tác lưu trữ như: Khái niệm, nội dung, yêu cầu, ý nghĩa, tính chất, chức năng, mục đích, mối quan hệ, các yếu tố ảnh hưởng, kinh nghiệm tại địa phương, v.v…qua phần tổng quan các nghiên cứu có liên quan đến đề tài cho thấy công tác lưu trữ là vấn đề quan trọng và được các nhà nghiên cứu quan tâm, các nghiên cứu sau kế thừa các nghiên cứu đi trước và hoàn thiện dần các nghiên cứu khoa học, nhằm ứng dụng cho quản lý và đánh giá hiệu quả công tác lưu trữ. Tầm quan trọng của công tác lưu trữ đã đặt ra cho thực tiễn nghiên cứu thực trạng công tác lưu trữ tại Cục Thuế tỉnh Thanh Hóa. Điều đó cho thấy đề tài luận văn “Hiện đại hóa công tác lưu trữ tại Cục Thuế tỉnh Thanh Hóa” là vấn đề cần thiết để nghiên cứu. Những vấn đề lý luận trên đây sẽ được vận dụng để phân tích, đánh giá thực trạng công tác lưu trữ tại Cục Thuế tỉnh Thanh Hóa ở chương 2.
CHƯƠNG 2. THỰC TRẠNG HIỆN ĐẠI HÓA CÔNG TÁC LƯU TRỮ TẠI CỤC THUẾ TỈNH THANH HÓA
Qua phân tích thực trạng công tác lưu trữ hiện nay tại Cục Thuế tỉnh Thanh Hóa, những kết quả đã đạt được và những mặt còn hạn chế của cơ quan, cho thấy một thực tiễn là Cục Thuế, chưa thể số hóa toàn bộ hồ sơ giấy đang lưu trữ tại Kho Lưu trữ của Văn phòng cục Thuế và Các Chi cục Thuế trực thuộc.. Phương thức hoạt động, quản lý công văn, giấy tờ nặng nề về phương pháp truyền thống (chủ yếu là bản giấy), gắn với sổ sách, giấy tờ thực sự là một rào cản cho sự phát triển của cơ quan Cục Thuế trong giai đoạn hội nhập như hiện nay. Qua đó, bản thân tác giả luận văn rút ra được những kinh nghiệm về công tác lưu trữ tại Cục Thuế được thực hiện tốt hơn trong thời gian tới. Tại chương này, tác giả đã chỉ ra nguyên nhân và tồn tại về công tác lưu trữ tại Cục Thuế. Đây là cơ sở để luận văn đề xuất giải pháp hoàn thiện công tác hiện đại hóa công tác lưu trữ tại Cục Thuế trong chương tiếp theo.
CHƯƠNG 3. PHƯƠNG PHÁP, GIẢI PHÁP TĂNG CƯỜNG HIỆN ĐẠI HÓA CÔNG TÁC LƯU TRỮ TẠI CỤC THUẾ TỈNH THANH HÓA HIỆN NAY.
Xuất phát từ thực trạng về công tác lưu trữ bên cạnh những mặt đạt được còn có những hạn chế cần phải khắc phục. Đồng thời, nhận thức được vai trò, ý nghĩa và tác dụng của công tác lưu trữ trong hoạt động bộ máy quản lý nhà nước nói chung, của mỗi cơ quan, tổ chức nói riêng, lãnh đạo các cấp, các ngành cần tạo điều kiện để đưa những giải pháp nâng cao chất lượng thực hiện một cách hiệu quả nhất. Để làm được điều này, cần thực hiện đồng bộ nhiều giải pháp. Trong đó, cần chú ý đến những giải pháp như: Quán triệt, phổ biến các quy định, hướng dẫn của Nhà nước, hoàn thiện hệ thống văn bản pháp luật, nâng cao trình độ của cán bộ, công chức, và rất cần đến sự quan tâm của đội ngũ cán bộ lãnh đạo để công tác lưu trữ đạt hiệu quả cao. Những giải pháp trên đây đòi hỏi sự tham gia, đồng thuận tập thể lãnh đạo Cục Thuế cũng như toàn thể cán bộ, công chức, tại Văn phòng Cục Thuế và các Chi cục Thuế.
11. Khả năng ứng dụng trong thực tiễn
Kết quả nghiên cứu của luận văn góp phần hoàn thiện cơ chế chính sách, cơ sở vật chất, quản lý và tổ chức, nguồn nhân lực và quy trình và kỹ thuật để tạo tiền đề cho hiện đại hóa công tác lưu trữ tại Cục Thuế tỉnh Thanh Hóa. Đồng thời, cần đảm bảo môi trường làm việc tốt, tạo động lực và năng lượng tích cực cho nhân viên trong việc thực hiện công tác lưu trữ và bảo quản tài liệu tại Cục Thuế tỉnh Thanh Hóa.
12. Những hướng nghiên cứu tiếp theo
Bên cạnh con số khổng lồ về tài liệu giấy, hoạt động hàng ngày của ngành Thuế cũng đã phát sinh số lượng không nhỏ tài liệu điện tử, tuy nhiên cho đến nay ngành Thuế chưa hình thành được nguồn thông tin (dữ liệu) điện tử lưu trữ đủ nhiều và có chất lượng cao để phục vụ công tác chỉ đạo điều hành, hỗ trợ lãnh đạo ra quyết định hành chính kịp thời; nhất là kết quả tin học hóa chưa hỗ trợ đắc lực cho việc ra quyết định hành chính cũng như đáp ứng đầy đủ thông tin của doanh nghiệp và nhân dân; hỗ trợ các ngành kinh tế – xã hội khác phát triển. Thực tế này đặt ra bài toán cần lời giải đối với các cấp có thẩm quyền quản lý về công tác lưu trữ của ngành Thuế là cần thiết phải thực hiện ứng dụng công nghệ thông tin vào công tác lưu trữ mạnh mẽ, quyết liệt nhằm giải phóng sức người sức của cho việc quản lý khối tài liệu giấy khổng lồ và tạo lập được dữ liệu điện tử nhằm đáp ứng kịp thời yêu cầu quản lý của ngành.

Chapter 1. SOME THEORETICAL ISSUES ABOUT MODERNIZATION OF ARCHIVES
In Chapter 1, the thesis has systematized all general theories about archival work such as Concepts, content, requirements, meaning, properties, functions, purposes, relationships, and factors. influence, local experience, etc., through the overview of research related to the topic, it shows that archival work is an important issue and is of interest to researchers, and will be inherited by the following studies. advance research and gradually improve scientific research to apply it to the management and evaluation of archival efficiency. The importance of archival work has been placed on researching the current status of archival work at the Tax Department of Thanh Hoa province. That shows that the thesis topic "Modernizing archival work at the Tax Department of Thanh Hoa Province" is a necessary issue for research. The above theoretical issues will be applied to analyze and evaluate the current status of archival work at the Tax Department of Thanh Hoa province in Chapter 2.
Chapter 2. CURRENT STATUS OF MODERNIZATION OF STORAGE WORK AT THANH HOA PROVINCE TAX DEPARTMENT
Through analyzing the current status of archival work at the Tax Department of Thanh Hoa province, the results achieved, and the limitations of the agency, it shows that the Tax Department has not been able to digitize all records. Paper documents are stored in the Archives of the Tax Department Office and its affiliated Tax Branches. The traditional method of operation, managing official dispatches and paperwork is heavy (mainly paper copies). Being attached to books and papers is a barrier to the development of the Tax Department in the current integration period. Thereby, the author of the thesis himself can draw experiences on archival work at the Tax Department to be better implemented in the future. In this chapter, the author has pointed out the causes and problems regarding storage work at the Tax Department. This is the basis for the thesis to propose solutions to perfect the modernization of storage work at the Tax Department in the next chapter.
Chapter 3. METHODS AND SOLUTIONS TO ENHANCE MODERNIZATION OF STORAGE WORK AT THANH HOA PROVINCE TAX DEPARTMENT CURRENTLY
Starting from the current situation of storage work, besides the achievements, some limitations need to be overcome. At the same time, being aware of the role, meaning, and effect of archival work in the operation of the state management apparatus in general and of each agency and organization in particular, leaders at all levels and sectors need to create conditions for implementing quality improvement solutions most effectively. To do this, many solutions need to be implemented synchronously. In particular, it is necessary to pay attention to solutions such as: Thoroughly grasping and disseminating the State's regulations and instructions, perfecting the system of legal documents, and improving the qualifications of officials and civil servants, and it is very necessary to to the attention of the leadership team so that the archival work is highly effective. The above solutions require the participation and collective consensus of leaders of the Tax Department as well as all officials and civil servants, at the Tax Department Office and Tax Branches.
11. Applicability in practice
The research results of the thesis contribute to improving policy mechanisms, facilities, management and organization, human resources and processes, and techniques to create a premise for modernizing archival work at the Department. There are enough high-quality archives to serve administrative direction and support leaders in making timely administrative decisions; the results of computerization have not effectively supported administrative decision-making as well as fully responded to the information of businesses and people; Support other socio-economic sectors to develop. This reality poses a problem that needs to be solved for the competent levels managing the tax industry's archive work: it is necessary to apply information technology to archive work strongly and decisively to Free up human resources to manage huge volumes of paper documents and create electronic data to promptly meet the industry's management requirements.
