10. Tóm tắt kết luận của luận văn:
              Thứ nhất, luận văn đã góp phần làm rõ cơ sở, đặc điểm mối quan hệ Việt Nam - Lào; phân tích nội dung củng cố, phát triển mối quan hệ Việt Nam - Lào trong điều kiện mới trên lĩnh vực chính trị - ngoại giao, quốc phòng - an ninh, kinh tế - văn hóa, giáo dục - đào tạo, khoa học - công nghệ; chỉ ra vai trò củng cố phát triển mối quan hệ Việt Nam - Lào trong điều kiện mới gồm chính sách đối ngoại của hai nước; hệ tư tưởng, mục tiêu và lợi ích quốc gia dân tộc; thành tựu hơn 37 năm đổi mới của hai nước và tình hình thế giới, khu vực.
              Thứ hai, luận văn đã khái quát mối quan hệ Việt Nam - Lào qua các thời kỳ: (1) Thời kỳ đấu tranh giải phóng dân tộc từ cuối thế kỷ XIX đến năm 1975; (2) Thời kỳ khôi phục và hàn gắn vết thương chiến tranh từ năm 1975 đến trước năm 1986; (3) Thời kỳ đổi mới từ năm 1986 đến nay. Luận văn đã phân tích những kết quả đạt được trong củng cố, phát triển mối quan hệ Việt Nam - Lào trong điều kiện mới như quan hệ trên lĩnh vực chính trị - ngoại giao giữa hai nước tiếp tục giữ vững và phát triển ở cấp độ cao hơn; hợp tác quốc phòng an ninh, đối ngoại tiếp tục có bước phát triển mới, là trụ cột quan trọng trong quan hệ hai nước; xây dựng và dần hoàn thiện hành lang pháp lí để các cơ quan, tổ chức và cá nhân thực hiện các hoạt động quan hệ kinh tế giữa hai nước phù hợp với mô hình kinh tế thị trường định hướng xã hội chủ nghĩa; hợp tác trên lĩnh vực văn hóa giáo dục đào tạo, y tế được mở rộng cả về quy mô hình thức hợp tác; hợp tác ở cấp vĩ mô, địa phương và ngoại giao nhân dân đã trở thành hình thức hợp tác hiệu quả. Bên cạnh đó luận văn cũng chỉ ra một số hạn chế trong củng cố, phát triển mối quan hệ Việt Nam - Lào trong điều kiện mới như quan hệ Việt Nam - Lào có một số khó khăn trong duy trì quan hệ chính trị - ngoại giao, quốc phòng - an ninh và quan hệ kinh tế; trong quan hệ kinh tế cũng tồn tại sự mất cân đối giữa dòng vốn đầu tư từ Lào sang Việt Nam so với dòng vốn của Việt Nam đầu tư sang Lào; hợp tác trao đổi trên lĩnh vực văn hóa - giáo dục, y tế còn thiếu đồng bộ, thống nhất.
            Thứ ba, luận văn đã phân tích yêu cầu củng cố phát triển mối quan hệ Việt Nam - Lào trong điều kiện mới và đề xuất một số giải pháp tiếp tục củng cố, phát triển mối quan hệ Việt Nam - Lào trong điều kiện mới gồm: (1) Tăng cường tuyên truyền giáo dục cho cán bộ, đảng viên và nhân dân hai nước, nhất là thế hệ trẻ về sự cần thiết, vai trò quan trọng của việc tiếp tục củng cố, phát triển mối quan hệ Việt Nam - Lào trong điều kiện mới; (2) Nâng cao hiệu quả công tác đối ngoại của hai Đảng, hai Nhà nước và ngoại giao nhân dân; (3) Nâng cao hiệu quả hợp tác toàn diện trên các lĩnh vực của đời sống xã hội giữa hai nước; (4) Chủ động nhận diện và kiên quyết đấu tranh với mọi âm mưu, thủ đoạn của các thế lực thù địch hòng chia rẽ mối quan hệ đoàn kết đặc biệt Việt Nam - Lào trong điều kiện mới; (5) Nâng cao tinh thần cảnh giác cách mạng, thường xuyên trao đổi thông tin tình hình, kịp thời phối hợp lực lượng ngăn chặn, khắc phục những âm mưu thủ đoạn chống phá, chia rẽ quan hệ đoàn kết Việt Nam - Lào.
            11. Khả năng ứng dụng trọng thực tiễn:
            Luận văn có thể làm tài liệu tham khảo phục vụ học tập, nghiên cứu giảng dạy các học phần liên quan ở các học viện, nhà trường trong và ngoài quân đội có đào tạo cán bộ, học viên, sinh viên Lào; làm tài liệu tham khảo trong công tác tuyên truyền giáo dục nâng cao nhận thức cho cán bộ, học viên trong các nhà trường nắm được đặc điểm, tình hình quan hệ Việt - Lào và sự cần thiết của việc tăng cường, củng cố quan hệ Việt Nam - Lào trong điều kiện mới hiện nay.

10. Summary of the thesis's conclusions
Firstly, the thesis has contributed to clarifying the basis and characteristics of the Vietnam - Laos relationship; Analyze the content of strengthening and developing the relationship between Vietnam and Laos in new conditions in the fields of politics - diplomacy, defense - security, economics - culture, education - training, science - technology, pointing out the role of consolidating and developing the relationship between Vietnam and Laos in new conditions including the foreign policies of the two countries; ideology, goals and national interests, achievements over 37 years of innovation of the two countries and the world and regional situation.
Secondly, the thesis has generalized the relationship between Vietnam and Laos through the following periods: (1) The period of national liberation struggle from the late 19th century to 1975, (2) The period of recovery and healing. War wounds from 1975 to before 1986; (3) The innovation period from 1986 to present. The thesis has analyzed the results achieved in the development of the relationship between Vietnam and Laos in new conditions such as relations in the political and diplomatic fields between the two countries continue to maintain and develop at a high level. At a higher level, defense and security cooperation and foreign affairs continue to have new developments, being an important pillar in the relationship between the two countries, building and gradually perfecting the legal corridor for agencies, organizations and even implementing economic relations activities between the two countries in accordance with the socialist-oriented market economic model, cooperation in the fields of culture, education, training, and health has been expanded in scale. form of cooperation: cooperation at the macro and local levels and people's diplomacy have become effective forms of cooperation. Besides, the thesis also points out some limitations in the development of Vietnam - Laos relationship in new conditions such as Vietnam - Laos relationship has some difficulties in maintaining political - diplomatic relations , defense - security and economic relations, in economic relations there is also an imbalance between investment capital flows from Laos to Vietnam compared to Vietnam's capital flows investing in Laos; Cooperation and exchange in the fields of culture, education, and health still lack  synchronization and consistency.
Thirdly, the thesis analyzed the requirements for jointly developing the relationship between Vietnam and Laos in new and emerging conditions to propose a number of solutions to continue promoting the Vietnam - Laos relationship in the new conditions, including: (1) Strengthening propaganda education officials, party members and people of the two countries, especially the younger generation, about the necessity and important role of continuing to jointly develop the Vietnam - Laos relationship in new conditions; (2) Improve work efficiency foreign affairs of the two Parties, two States and people-to-people diplomacy, (3) Enhance the effectiveness of comprehensive cooperation in all fields of social life between the two countries, (4) Actively identify and resolutely fight against all plots and tricks of the hostile physical force to divide the special solidarity relationship between Vietnam and Laos in new conditions; (5) High energy spirit of revolutionary vigilance, regularly exchanging information about the situation, and promptly coordinating forces to prevent and other matters overcome plots and tricks to sabotage and divide the solidarity relationship between Vietnam and Laos.

The thesis can be used as a reference document for studying, researching and teaching related subjects in the courses.
Institutes and schools inside and outside the military that train Lao officials, trainees and students, serve as reference materials in public works.
Propaganda and education activities to raise awareness for officials and students in schools to understand the characteristics and situation of Vietnam - Laos relations and the necessity of strengthening and promoting Vietnam - Laos relations in today's new conditions.
