10. Tóm tắt các kết quả của luận văn:

Luận văn tập trung khảo sát các loại tài liệu hình thành trong quá trình xây dựng các công trình thuộc Bộ Quốc phòng; thực tiễn công tác tổ chức lưu trữ tài liệu xây dựng công trình thuộc Bộ Quốc phòng. Từ đó luận văn hướng tới những nghiên cứu sau:

- Nghiên cứu khối tài liệu kỹ thuật các công trình xây dựng thuộc Bộ Quốc phòng.

- Đánh giá thực tiễn tổ chức lưu trữ tài liệu tại một số cơ quan, đơn vị.

- Đề xuất các giải pháp tổ chức lưu trữ tài liệu kỹ thuật các công trình xây dựng thuộc Bộ Quốc phòng.

Các nhóm giải pháp:

- Nhóm giải pháp nâng cao hiệu quả công tác tổ chức lưu trữ tài liệu tại Bộ Quốc phòng gồm: Kiện toàn tổ chức bộ máy, nhân sự làm công tác lưu trữ; hoàn thiện hệ thống văn bản quy phạm pháp luật về công tác lưu trữ tài liệu xây dựng; tăng cường phổ biến pháp luật về công tác lưu trữ; tăng cường kiểm tra công tác lưu trữ; hoàn thiện công cụ thống kê; tăng cường cơ sở vật chất cho công tác lưu trữ.

- Nhóm giải pháp về tổ chức hoạt động nghiệp vụ lưu trữ gồm: Tổ chức thu thập tài liệu; tổ chức khoa học tài liệu; tổ chức bảo quản tài liệu; tổ chức khai thác, sử dụng tài liệu; đẩy nhanh ứng dụng công nghệ thông tin.

- Nhóm giải pháp khác gồm: tổ chức giảm, giải mật hồ sơ, tài liệu; tổ chức hủy tài liệu hết giá trị.

11. Khả năng ứng dụng trong  thực tiễn:

- Đề tài mô tả thực trạng công tác tổ chức lưu trữ và các hoạt động nghiệp vụ lưu trữ tài liệu kỹ thật các công trình xây dựng thuộc Bộ Quốc phòng và có nhận xét về ưu điểm, hạn chế trong tổ chức lưu trữ tài liệu, giúp các cơ quan quản lý của Bộ có cơ sở ban hành văn bản chỉ đạo, hướng dẫn nghiệp vụ, đầu tư cơ sở vật chất, trang bị đối với công tác tổ chức lưu trữ tài liệu kỹ thuật các công trình xây dựng.

- Đề xuất các giải pháp giúp Bộ Quốc phòng tổ chức lưu trữ tài liệu kỹ thuật các công trình một cách khoa học và thực hiện theo đúng các quy định của Nhà nước và Quân đội.

- Đề tài sẽ là nguồn tài liệu tham khảo cho các cơ quan, đơn vị, tổ chức và cá nhân có liên quan đến tài liệu xây dựng thuộc Bộ Quốc phòng.

Nghiên cứu ứng dụng công nghệ thông tin trong quản lý, lưu trữ hồ sơ, tài liệu công trình xây dựng.

10. Summary of the findings of the thesis:

The thesis focused on investigating document types establishing in the process of constructing the Defence Ministry’s buildings; the practical mission in organizing to archive the constructive documents of the Defence Ministry. From that, the thesis pursued the following researches:

- Examining technical documents of the Defence Ministry’s constructive projects.

- Assessing the reality of organizing to archive documents at some organizations and units.

- Suggesting some possible solutions for organizing to archive documents of the Ministry of Defence.

Solution groups:

- The first group to improve the effectiveness of the mission in organizing archival documents at the Defence Ministry including some solutions: consolidating apparatus organization, personnel resources in charge of doing archival missions; completing the legal document system about the mission of archiving constructive documents; promoting to popularize laws about archiving mission; promoting to check the archival mission; completing statistical tools; promoting infrastructure for the archival mission.

- The second group about organizing archival duty activities containing: organizing seeking documents; organizing scientific documents; organizing document protections; organizing exploiting; using documents and promoting information technology application.

- Another solution group: organizing to reduce, decode records and documents; organizing to cancel out-of-value documents.

11. Practical applicability, if any:

- The thesis described the situation of the archival-organizing mission and the duty-related activities about the Ministry of Defence’s archiving technical documents and commented strong points and limitations in organizing the archiving documents, to help management organizations of the Ministry have the basement to carry out instruction records to guide what have to be done, invest infrastructure for the mission of organizing the archival technical documents about constructive projects.

- The thesis also suggested some possible solutions to help the Ministry organize the archival technical documents of constructive projects scientifically and implement correctly based on the State and Military stipulations.

- It is a hope that the thesis will be one of the most effective consulting resources for units, organizations and individuals related to the constructive document of the Defence Ministry.

Research of applying information technology on managing, archiving files and project-construction documents.
