Chương 1. Cơ sở lý luận về thủ tục hành chính và ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính
Trong Chương 1, tác giả đã trình bày khái quát chung về thủ tục hành chính, bao gồm: khái niệm, đặc điểm, phân loại thủ tục hành chính, cơ sở lý luận của Ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính, mục tiêu Ứng dụng của ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính đến năm 2030, các yếu tổ ảnh hưởng đến việc ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính gồm có yếu tố khách quan và yếu tố chủ quan.
Chương 2. Thực trạng ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính tại ủy ban nhân dân phường Hòa Phát, quận Cẩm Lệ, thành phố Đà Nẵng
Trong Chương 2, tác giả đã trình bày khái quát về ủy ban nhân dân phường Hòa Phát gồm có vị trí địa lý, cơ cấu tổ chức, vị trí, chức năng, nhiệm vụ, quyền hạn; vai trò của Văn phòng ủy ban nhân dân phường Hòa Phát trong giải quyết thủ tục hành chính. Tác giả đã trình bày kết quả Ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính tại ủy ban nhân dân phường Hòa Phát.
Để có cơ sở đánh giá tình hình ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính tại ủy ban nhân dân phường Hòa Phát, tác giả đã xây dựng bảng khảo sát và tiến hành khảo sát đối với cán bộ, công chức và người dân đến liên hệ giải quyết thủ tục hành chính tại ủy ban nhân dân phường Hòa Phát. Qua phân tích thống kê mô tả bằng phần mềm SPSS, tác giả đã phân tích, đánh giá cảm nhận của người dân và cán bộ, công chức phường đối với các yếu tố ảnh hưởng đến tình hình ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính tại ủy ban nhân dân phường Hòa Phát, trong đó cần hoàn thiện yếu tố “Trang thông tin điện tử của phường” để phục vụ người dân và doanh nghiệp, đầu tư cho nguồn nhân lực công nghệ thông tin, tăng cường công tác kiểm tra, giám sát đối với việc ứng dụng công nghệ thông tin, công tác đảm bảo an toàn thông tin tại ủy ban nhân dân phường.
Chương 3. Biện pháp hoàn thiện ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính tại ủy ban nhân dân phường Hòa Phát
Trong Chương 3, tác giả đã trình bày mục tiêu tổng quát và mục tiêu cụ thể về ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính tại ủy ban nhân dân phường Hòa Phát. Tác giả đã trình bày 05 giải pháp để hoàn thiện ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính tại ủy ban nhân dân phường: Công tác lãnh đạo, chỉ đạo; Chuẩn hóa các quy trình giải quyết thủ tục hành chính, hoàn thiện hệ thống cung cấp dịch vụ công; Đầu tư kinh phí, xây dựng cơ sở hạ tầng phù hợp phục vụ ứng dụng công nghệ thông tin trong giải quyết thủ tục hành chính; Tăng cường công tác phổ biến thông tin, tuyên truyền, hướng dẫn, hỗ trợ cho người dân và doanh nghiệp; Xây dựng phát triển nguồn nhân lực, nâng cao trình độ, đào tạo bồi dưỡng cán bộ công chức. Tác giả cũng đã đề xuất một số kiến nghị đối với Trung ương và thành phố trong công tác ứng dụng công nghệ thông tin.
11. Khả năng ứng dụng trong thực tiễn
Với những kết quả nghiên cứu của luận văn này, tác giả hy vọng sẽ được đóng góp một số giải pháp cho quá trình giải quyết thủ tục hành chính của người dân và doanh nghiệp thông qua ứng dụng công nghệ thông tin trên địa bàn phường Hòa Phát nói riêng cũng như các địa phương trong thành phố nói chung.
12. Những hướng nghiên cứu tiếp theo: Các nghiên cứu tiếp theo có thể nghiên cứu ứng dụng công nghệ thông tin trong cải cách hành chính tại ủy ban nhân dân phường, ủy ban nhân dân quận, đồng thời bổ sung thêm một vài yếu tố khác ảnh hưởng đến việc ứng dụng công nghệ thông tin tại cơ quan, nhà nước trên địa bàn thành phố Đà Nẵng.

Chapter 2. Current status of information technology application in handling administrative procedures at the People's Committee of Hoa Phat Ward, Cam Le District, Da Nang City
In Chapter 2, the author presented an overview of the People's Committee of Hoa Phat ward including geographical location, organizational structure, position, functions, tasks, powers; the role of the Office of the People's Committee of Hoa Phat ward in handling administrative procedures. The author presented the results of information technology application in handling administrative procedures at the People's Committee of Hoa Phat ward.
In order to have a basis for assessing the application of information technology in handling administrative procedures at the People's Committee of Hoa Phat ward, the author has developed a survey and conducted a survey for officials, civil servants and people to contact to handle administrative procedures here. Through descriptive statistical analysis using SPSS software, the author analyzed and assessed the feelings of people and ward officials and civil servants towards factors affecting the application situation of information technology in handling administrative procedures at the People's Committee of Hoa Phat ward, in which it is necessary to complete the element "Website of the ward" to serve people and businesses, invest in information technology human resources, strengthen inspection, supervise the application of information technology and information security assurance at ward People's Committees.
Chapter 3. Measures to improve the application of information technology in handling administrative procedures at the People's Committee of Hoa Phat ward
In Chapter 3, the author has presented general and specific objectives on information technology application in handling administrative procedures at the People's Committee of Hoa Phat ward. The author presented 05 solutions to improve the application of information technology in handling administrative procedures at the ward people's committee: Leadership and direction; Standardize processes for handling administrative procedures, improve the system of public service provision; Invest funds and build appropriate infrastructure for information technology application in handling administrative procedures; Strengthen the dissemination of information, propaganda, guidance and support for people and businesses; Building and developing human resources, raising qualifications, training and fostering civil servants. The author has also proposed a number of recommendations to the Central Government and the city in the application of information technology.
11. Applicability in practice
Given the research findings of this thesis, the author hopes to contribute some solutions to the process of solving administrative procedures of people and businesses through the application of information technology in Hoa Phat ward in particular as well as localities in the city in general.
12. Further research directions
Further studies may study the application of information technology in administrative reform at ward people's committees, district people's committees, at the same time, adding a few other factors affecting the application of information technology at state agencies in Da Nang city.
