10. Tóm tắt các kết quả của đề án

Chương 1. Cơ sở khoa học về công tác bảo vệ bí mật nhà nước 

Trong Chương 1, tác giả đã trình bày ba cơ sở khoa học của công tác bảo vệ bí mật nhà nước: cơ sở lý luận, cơ sở pháp lý và cơ sở thực tiễn. Về cơ sở lý luận, nội dung làm rõ các nguyên tắc bảo vệ bí mật nhà nước theo Luật Bảo vệ bí mật nhà nước năm 2018, quan điểm của Đảng và Nhà nước về vai trò, tầm quan trọng của công tác này, cùng hệ thống tổ chức quản lý từ Trung ương đến địa phương. Về cơ sở pháp lý, chương trình bày hệ thống văn bản từ Hiến pháp, Luật đến các nghị định, thông tư hướng dẫn và quy định chuyên ngành, tạo khung pháp lý đồng bộ cho hoạt động bảo vệ bí mật nhà nước. Về cơ sở thực tiễn, nội dung tổng kết quá trình phát triển công tác bảo vệ bí mật nhà nước qua các thời kỳ, phân tích yêu cầu trong giai đoạn hiện nay và nghiên cứu kinh nghiệm của một số nước tiên tiến. Ba cơ sở này có mối quan hệ biện chứng, bổ trợ lẫn nhau, tạo nền tảng khoa học vững chắc để nâng cao hiệu quả công tác bảo vệ bí mật nhà nước, góp phần bảo đảm an ninh quốc gia trong thời kỳ mới.

Chương 2. Công tác bảo vệ bí mật nhà nước tại Ban Đối ngoại Trung ương từ tháng 7/2020 đến tháng 12/2024

Trong Chương 2, tác giả đã trình bày toàn diện về công tác bảo vệ bí mật nhà nước tại Ban Đối ngoại Trung ương giai đoạn 7/2020–12/2024. Chương đã khái quát lịch sử hình thành, chức năng, nhiệm vụ và cơ cấu tổ chức của Ban Đối ngoại Trung ương, liệt kê các thông tin thuộc danh mục bí mật nhà nước của Ban và trách nhiệm của các cấp lãnh đạo và cá nhân trong quản lý, tiếp xúc với bí mật nhà nước. Chương 2 cũng phân tích đặc điểm hoạt động, môi trường làm việc của Ban và nhận diện các nguy cơ lộ, mất bí mật nhà nước, cho thấy tính chất nhạy cảm và tầm quan trọng đặc biệt của thông tin đối ngoại. Cuối cùng, chương phân tích các công việc Văn phòng Ban Đối ngoại Trung ương đã triển khai để thực hiện công tác bảo vệ bí mật nhà nước; đánh giá những mặt làm được và những điểm còn hạn chế trong thực hiện công tác này tại Ban.

Chương 3. Các giải pháp thực hiện công tác bảo vệ bí mật nhà nước tại các ban đảng

Chương 3 của đề án tập trung vào các giải pháp nhằm nâng cao hiệu quả công tác bảo vệ bí mật nhà nước tại các Ban Đảng. Chương đề xuất các giải pháp tổng thể thông qua việc nâng cao nhận thức; hoàn thiện hệ thống văn bản quy phạm pháp luật và quy chế nội bộ, tăng cường công tác tổ chức, quản lý; nâng cao năng lực đội ngũ cán bộ làm công tác bảo mật và đầu tư cơ sở vật chất, trang thiết bị kỹ thuật hiện đại. Đối với giải pháp về hoàn thiện quy chế nội bộ, chương đề xuất xây dựng Quy chế bảo vệ bí mật nhà nước tại các ban đảng, trong đó đưa ra các nguyên tắc, căn cứ và quy trình xây dựng Quy chế. Nội dung chi tiết của Quy chế được đề xuất gồm 04 chương quy định đầy đủ, chi tiết các nội dung về phạm vi áp dụng, nguyên tắc, trách nhiệm, quy trình quản lý và xử lý tài liệu mật, chế độ báo cáo, khen thưởng và xử lý vi phạm… Đây là khung pháp lý nội bộ để đảm bảo công tác bảo vệ bí mật nhà nước tại các ban đảng được thực hiện thống nhất, chặt chẽ và hiệu quả. Cuối cùng, chương khẳng định tầm quan trọng của việc tổ chức thực hiện Quy chế một cách nghiêm túc, đồng bộ, nhằm biến các quy định thành hành động thực tiễn.

11. Khả năng ứng dụng trong thực tiễn

Đề án là tài liệu tham khảo hữu ích cho các ban đảng trong công tác chỉ đạo, quản lý và triển khai thực hiện công tác bảo vệ bí mật nhà nước. Đồng thời, đề án cũng có thể là tài liệu tham khảo cho các cơ quan Trung ương và các cơ quan, tổ chức khác quan tâm đến lĩnh vực này.

12. Những hướng nghiên cứu tiếp theo

-  Ứng dụng công nghệ số trong bảo mật thông tin: Nghiên cứu giải pháp sử dụng trí tuệ nhân tạo, blockchain, mã hóa dữ liệu tiên tiến để bảo vệ bí mật nhà nước.

-  Tìm hiểu kinh nghiệm quốc tế về bảo vệ bí mật nhà nước và vận dụng vào thực tiễn của Việt Nam: Phân tích mô hình bảo vệ bí mật nhà nước của các quốc gia có hệ thống chính trị tương đồng hoặc có kinh nghiệm tiên tiến; đề xuất khả năng vận dụng phù hợp vào điều kiện Việt Nam.

-  Đánh giá tác động của hội nhập quốc tế đối với công tác bảo vệ bí mật nhà nước: Nghiên cứu nguy cơ lộ, mất bí mật trong bối cảnh mở rộng hợp tác quốc tế, tham gia các diễn đàn đa phương; đề xuất cơ chế kiểm soát thông tin trong các hoạt động đối ngoại.

Chapter 1. Scientific foundations of state secret protection

Chapter 1 presents three scientific foundations for the protection of state secrets: the theoretical foundation, the legal foundation, and the practical foundation.

Theoretical foundation: This section elucidates the principles of state secret protection as stipulated in the Law on Protection of State Secrets (2018), the perspectives of the Communist Party and the State of Vietnam regarding the role and significance of this work, as well as the organizational management system from the central to the local level.

Legal foundation: The chapter outlines the corpus of legal documents ranging from the Constitution and statutory laws to decrees, circulars, and sectoral regulations, thereby establishing a coherent legal framework for the protection of state secrets.

Practical foundation: This section reviews the historical development of state secret protection across different periods, analyzes the requirements in the current context, and examines the experiences of several advanced countries.

These three foundations are dialectically interrelated and mutually reinforcing, thereby providing a robust scientific basis for enhancing the effectiveness of state secret protection and contributing to the safeguarding of national security in the new era.

Chapter 2. The work of state secret protection at the Commission for External Relations of the Communist Party of Vietnam Central Committee from July 2020 to December 2024

In Chapter 2, the author provides a comprehensive account of the protection of state secrets at the Central Committee’s Commission for External Relations during the period from July 2020 to December 2024. The chapter outlines the historical development, functions, duties, and organizational structure of the Commission, enumerates the categories of information classified as state secrets, and specifies the responsibilities of leadership levels and individual officials in managing and accessing such information. It further analyzes the operational characteristics and working environment of the Commission, identifying potential risks of disclosure or loss of state secrets, thereby underscoring the sensitive nature and exceptional importance of external relations information. Finally, the chapter examines the measures undertaken by the Office of the Commission for External Relations to implement state secret protection, assessing both the achievements and the limitations in the execution of this task within the Commission.

Chapter 3. Measures for the implementation of state secret protection in the Communist Party of Vietnam Central Committee’s commissions

Chapter 3 of the project concentrates on solutions designed to enhance the effectiveness of state secret protection within the CPV’s commissions. The chapter proposes comprehensive measures through raising awareness; improving the system of legal normative documents and internal regulations; strengthening organizational and managerial practices; advancing the competence of personnel engaged in security work; and investing in modern infrastructure and technical equipment. With respect to the improvement of internal regulations, the chapter recommends the establishment of a Regulation on the Protection of State Secrets within the CPV’s commissions, outlining the principles, legal bases, and procedural steps for its formulation. The detailed content of the Regulation is proposed to comprise four chapters, stipulating comprehensively and systematically the scope of application, guiding principles, responsibilities, procedures for managing and handling classified documents, reporting mechanisms, as well as provisions on commendation and disciplinary measures. This Regulation serves as an internal legal framework to ensure that the protection of state secrets in the CPV’s commissions is implemented in a unified, rigorous, and effective manner. Finally, the chapter underscores the importance of organizing the implementation of the Regulation in a serious and coordinated fashion, thereby transforming normative provisions into practical actions.

11. Applicability in practice

The project serves as a valuable reference document for the Communist Party of Vietnam Central Committee’s commissions in directing, managing, and implementing the protection of state secrets. At the same time, it may also function as a useful source of consultation for central agencies as well as other institutions and organizations with an interest in this domain.

12. Further research directions

-  Application of digital technologies in information security: Conducting research on solutions that employ artificial intelligence, blockchain, and advanced data encryption techniques to safeguard state secrets.

-  Exploration of international experience in state secret protection and its application to Vietnam: Analyzing models of state secret protection in countries with comparable political systems or advanced practices; proposing the potential adaptation of such models to the specific conditions of Vietnam.

-  Assessment of the impact of international integration on state secret protection: Investigating risks of disclosure and loss of classified information in the context of expanding international cooperation and participation in multilateral forums; recommending mechanisms for information control in external relations activities.
